Career Profile Assignments concluded recently-2017 March -to date 1.As a part of PFM reform under MOF of Sri Lanka, initiated e-Procurement platform in June 2019 launched the pilot in October 2019, gave technical support and all procurement process support to develop the e-GP system under the public finance department. Carried out several training program, involved total implementation of the program provided all technical support to replicate the modules developed in the ministries. 2.Under the ADB assisted program, carried out procurement capacity assessments in agriculture sector, provided input to support trade related activities for farm commercialization and to create agriculture partnerships, 3. USAID -Sri Lanka as part of trade and investment promotion, conducted gap analysis on finance, market, managerial and technical aspects of few institutions in 2019. 4. Ministry of Economic and Policy Planning Sri Lanka--Worked as a Procurement and Contract Management Advisor to guide project staff to address issues on infrastructure investment management of 50 strategic infrastructure projects. 5.USAID-Sri Lanka Worked for one year as a Senior Financial, Procurement, and PPP Advisor in 2017-2018. Prepared e-GP status report in Sri Lanka, Prepared draft PPP guidelines and guided PPP projects initiated by many ministries and prepared RFP/RFQ for three projects on investment on Multi Model transport Hub, investment of 5, LRT lines and mining project on Cleaning, Grading, Temporary Storing for Value Adding and Exporting of Quartz Deposits. Supported National Procurement Commission (NPC), Auditor General and Department of Public Finance on streamlining procurement activities. Prepared and uploaded project Management Forms and Guide in http://www.treasury.gov.lk/web/guest/supplements-2017. Initiated the PEFA tool for assessing the status public financial management in Sri Lanka under/ADB World Bank guidance. 6.ADB- Completed many procurement and Financial management capacity assessments for different government's organizations as a part of the operational activates to strengthen the procurement and supply chain management. Prepared complex procurement documents for investment projects on port management and investment and for electromechanical equipment and civil works procurement for Ceylon Electricity Board. 7. UNDP-carried out a gap analysis/a comparative assessment of the country's procurement system of the Government of Sri Lanka and the UNDP procurement system,. in 2019. 8. World Bank- Completed a comparative assessment for the World Bank on regional e-GP systems of SAARC countries in 2018.
