Summary

I bridge the gap between International Labour Standards (ILS) and Private Sector Profitability. With over 20 years of leadership across the UN system, global supply chains, and INGOs, I have dedicated my career to a single conviction: Social equity and institutional maturity are the primary drivers of industrial competitiveness. My work focuses on a critical paradigm shift for the 2026 landscape—transitioning global manufacturing from "audit-dependency" to Institutional Self-Governance. Currently, as Head of Programme & Country Lead at the International Labour Organization (ILO), I architect a dual strategic mandate designed for long-term systemic resilience: Financial Sustainability (GEAR): I am spearheading a global brands coalition to transition the Gender Equality and Returns (GEAR) initiative into a 100% self-sustaining market model. By decoupling social impact from traditional donor cycles, I am ensuring program resilience against global development fund deficits while scaling women's leadership across multi-sectoral manufacturing. Institutional Engineering (HPF): I lead the High-Performance Factory (HPF) Incubator, a vanguard framework moving 500+ tier-1 suppliers beyond baseline compliance. By institutionalizing Matured Social Dialogue, Human Rights Due Diligence (HRDD), and robust OSH management, I enable enterprises to graduate into self-governing, high-performance ecosystems. My leadership is uniquely evidence-based. My PhD research serves as the analytical engine for my strategies, utilizing Structural Equation Modelling (SEM) to prove the irrefutable link between the Care Economy, gender-transformative leadership, and measurable industrial ROI—including a documented 5% increase in productivity. A trusted interlocutor for major donors (EU, GIZ, USAID) and global apparel giants (H&M, Levi’s, PUMA), I have managed portfolios exceeding USD 20 Million across 11+ countries including Bangladesh, Ethiopia, Uzbekistan, Egypt, Vietnam, Sri Lanka, and Cambodia.. I am committed to engineering the next generation of resilient, equitable, and high-performance manufacturing ecosystems. I am passionate about the future of work and the 2026–2030 ESG landscape. I welcome strategic partnerships and discussions on large-scale development portfolios. hoquephd@gmail.com | +8801787666759 Based in Dhaka | Open to Global Relocation
