Shannon Howard is an international development professional with over 20 years’ experience in international program management and implementation, in African, Middle East, and Latin American/Caribbean countries. She is currently the Sr. Technical Advisor for a Third-Party Monitoring Contract for the US Department of State. Ms. Howard has strong technical experience in the areas of democracy, rule of law, human rights, governance, economic development, and gender. She has also worked extensively at the Program Office and Executive Office levels of government agencies and organizations, providing technical and policy input and has substantial experience designing, awarding, and managing programs on behalf of the U.S. government.
