I did post-graduate studies as 1) a Hubert Humphrey Fellow at the Massachusetts Institute of Technology (MIT) from the USA in Urban and Regional Planning, 2) a British Chevening Scholarship for an MBA at the University of Kent in the UK (with distinction), and 3) an MSc in Water Resources and Environmental Engineering (first ranked) from the Jordan University of Science and Technology in Jordan. I am a Water Utility, Governance, and Infrastructure Expert with extensive experience in program development and implementation. I have more than 20 years of experience working with donors, and private, and public sector institutions. I managed, coordinated, planned, and led many projects/activities in my areas of expertise. My experience covers project design, planning, development, and management of water and sewerage infrastructure, water and energy utility management, water governance and institutional development, water utility financial planning & analysis, water pricing and tariff restructuring, strategic planning, information technology implementation, Non-Revenue Water (NRW), water service delivery, climate change, water and energy economics, water resources management, energy management, Private Sector Participation (PSP), monitoring and evaluation, data management, feasibility and assessment studies, training and capacity development. Currently, I am working with Chemonics as Deputy Chief of Party (DCOP)–Technical/Senior Water Utility Expert on the USAID Water Governance Activity, a 5-years Project with a value of about $35 million. My role is to lead the governance-related interventions and co-manage others with the COP. Previously, I worked in several positions with international and local organizations as: - A freelancer consultant for the World Bank as a Senior Financial Analysis, for Engicon as a NRW Specialist, for The Pragma Corporation as a Water and Sanitation Advisor for developing the Water and Sanitation sector strategy for Libya, and for the Stockholm International Water Institute as a Water Governance Expert. - Water Sector Governance Advisor for Tetra Tech on the Water Management Initiative (WMI), a 5-year USIAD-funded project with a value of about $33 million, where I led and managed the water governance component and the water sector financial improvement covering 5 targets out of total 15. - Technical Manager for AECOM Saudi Arabia to work on the strategic technical support services project for the National Water Company (NWC) providing technical and management support for about half a billion USD of water and sewerage projects, as a Coordination Officer for Millennium Challenge Account-Jordan, - Projects Coordinator and Development Engineer for the Prime Ministry of Jordan and then the Millennium Challenge Account – Jordan, where in both positions, I played a vital role in assisting Jordan to obtain the MCC grant and developing and implementing the Compact program with a value of $275 million, - Senior Manager and Consultant for ECO Consult, where I managed several projects and tasks and developed many successful proposals, - Head of Divisions in the Water Authority of Jordan, where I established the Follow-up and Evaluation Division and the Cost Recovery Division, and - Professional Affiliate for the World Bank working on NRW and energy efficiency-related activities. Additionally, I worked closely with several international donor agencies including USAID, MCC, the World Bank, GIZ, FAO, UNDP, AFD, and EU on many assignments and multidisciplinary tasks. Geographically, I worked on projects in Jordan, Saudi Arabia, Iraq, Palestine, Libya, and Morocco. I am an author and/or co-author of 30 publications in international journals and conferences and a reviewer of several publications related to my field of expertise.
