Dr. Tran Thanh Lien has about 35 years of technical and management experience in energy/power development policy and planning in Vietnam and Asia. His areas of expertise include low carbon energy development, clean energy including energy efficiency and renewable energy. In addition to his in-depth knowledge and understanding in the energy field, He has experience in managing and coordinating international projects funded by various donor agencies such as: ADB, JICA, World Bank, UNDP and ASEAN Center for Energy (ACE), USAID, etc. In the periods 1999-2000 and 2008-2013 he served as a research team leader at the Asia Pacific Energy Research Centre (APERC) which is an International Energy Research Centre of the Asia Pacific Economic Cooperation (APEC) based in Tokyo, Japan where his work focused on low carbon energy development, energy efficiency, and energy demand and supply outlook projects in the APEC region. Prior to joining APERC, Dr. Lien worked for the Institute of Energy (IE), Vietnam (during periods 1976-1985, 1992-1998,and 2001-2008) where he managed many projects in the field of energy/power development policy and planning with the focus on renewable energy and energy efficiency. He has an engineering background and a Ph.D. in Energy System Optimization (with hydro power plants). At present, he works (part-time job) as a Senior Consultant for the Institute of Energy and Environment, Vietnam (IEEV) that is an independent institute under the Vietnam Union of Science and Technology Association (VUSTA).
