A respected expert combining Environmental Management, Climate Mitigation and Adaptation, Clean Energy and Climate Resilient Infrastructure expertise, with proven interpersonal skills to influence and persuade in public and private sector issues, with 40 years of working experience locally and abroad. Served as Minister of Environment and Natural Resources of El Salvador submitting the Natural Protected Areas Law to Congress. Directly involved in negotiations of the Environmental Chapter of the CAFTA-DR Trade Agreement. A consultant having performed work for USAID, GEF, IDB, UNOPS and the Central American Integration System (SICA). Participated and contributed to the establishment of the Global Adaptation Institute, now known as the Global Adaptation Initiative, now at the University of Notre Dame.
