Cambodia Aid Advisory Services

The Department of Foreign Affairs and Trade (DFAT) through the Australian Embassy in Phnom Penh leads on Australia’s economic engagement with Cambodia and delivers Australia’s bilateral, regional and global development cooperation programs. The program comprises investments in a range of sectors including agriculture, infrastructure, trade, investment, health, education, and social inclusion.

Cambodia Aid Advisory Services provides long and short-term advisory support to enable the effective and efficient delivery of development cooperation to meet Australia’s foreign, economic and development policy objectives in Cambodia.

Key responsibilities

  • Lead or contribute to selected investment design, monitoring and evaluation processes, including coordinating inputs and mentoring staff
  • Coordinate and quality assure the Investment Monitoring Report (IMR) process, key indicator results, progress reports and other reporting
  • Coordinate risk management across the Development Cooperation Program
  • Advise on efficient and good practice approaches to program design and evaluation, including building the capacity of staff and/or organising or facilitating training opportunities
  • Support the development, implementation or review of country strategies for Australia’s bilateral development program
  • Other strategic planning, including but not limited to Coordination of the Embassy Business Plan, Supporting the implementation of the Cambodian Aid Program Health Check

Selection criteria

  • Relevant postgraduate qualifications preferred
  • Minimum of seven years’ relevant experience in monitoring, evaluating, and reporting on international development programs
  • Demonstrated expertise in designing and implementing development programs, including applying safeguards and managing risk and fraud
  • Substantial experience working with or for bilateral donors, including DFAT, preferred
  • GEDSI expertise is desirable
  • Demonstrated understanding of the development context in Cambodia
  • Demonstrated understanding of Australia’s foreign policy framework and development programs
  • Proven high level communication skills, including engaging key program partners and stakeholders, and ability to produce written designs, briefing, and reporting and social media products to a ready-to-publish standard.
  • Demonstrated ability to work collegiately with international and locally engaged staff in a cross-cultural context, and sometimes-high-pressure environment.
