ALAC Staffing Specialist - Macfadden- USAID
The ALAC Staffing Specialist supports the Office of Asia, Latin America, and the Caribbean (ALAC) within USAID’s Bureau for Humanitarian Assistance (USAID/BHA). BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.
The ALAC Staffing Specialist facilitates office-wide recruitment by supporting the administrative and operational staffing responsibilities of ALAC leadership and staff. Day-to-day work assignments and oversight are provided by the ALAC Management and Integration Team (MIT) Team Lead, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.
The responsibilities of the ALAC Staffing Specialist include:
- Managing and tracking ALAC’s recruitment actions and maintaining recruitment records, including emails, electronic files and spreadsheets, and file folders.
- Proactively following up with all parties involved in a recruitment, following through on timelines and deadlines.
- Drafting and distributing routine recruitment communications, including notes and staffing action items to ALAC leadership.
- Maintaining and updating ALAC organizational charts on a monthly basis.
- Developing new systems and approaches to address ongoing recruitment challenges.
- Supporting planning processes for temporary staff activations, rotations, and details.
- Tracking personnel performance evaluation deadlines, contract end dates, and updates on security clearances and State Med medical clearances, and supporting ALAC to submit timely documentation related to personnel contract modifications.
- Facilitating administrative support, placement, and onboarding for new staff across various hiring mechanisms, including foreign service, detailees, and personal services contractors.
- Serving on Technical Evaluation Committees, as needed, to participate in personnel contract procurement processes.
- Working closely with other BHA teams, such as the Workforce Planning Team, to ensure ALAC is following guidelines related to bureau recruitment processes.
Education, Experience, and Skills Requirements
- BA/BS completion and at least 8 years of post-college, progressively responsible experience, or MA/MS completion and at least 6 years post-college, progressively responsible experience.
- A minimum of two years of experience managing human resources, staffing and/or project operations, including experience supporting senior- and mid-level managers, preferably in a government environment.
- Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications are required.
- Knowledge of USAID or U.S. Government rules and regulations related to personal services and institutional services staffing, recruitment, and contracting preferred.
