Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

The Role
The Local Governance Advisor (LGA) will:
· Provide technical support to the Municipal Authority of Díli to exercise its functions and decentralised competencies, including the elaboration of the annual action plan (AAP), municipal investment plan (PIM), municipal development plan (PDM), community development plan (PDK), plan for human resources capacity building program, and budget execution plan.
· Be responsible for and line manage members of the Municipal Support Team (MST), including providing strategic support and coordination to ensure quality technical assistance is provided to the counterpart in an effective and efficient manner.

About You
· Bachelor or Post-Graduate degree in international development, community development, public administration, public policy, finance management or other relevant focus areas.
· Minimum of 5 to 7 years’ experience working in the areas of decentralisation, planning, management, public administration, with a deep understanding of community development in the context of Timor-Leste.
· Demonstrable experience working with or providing support to Timor-Leste’s Government system at national and/or subnational levels.
· Demonstrable experience related to capacity building and knowledge transfer to government counterparts.
· Demonstrable experience in coordination, planning and budgeting in the context of municipal development.
· Excellent communication skills in Tétum.
