Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

The Role
The Municipal Public Financial Management (PFM) Adviser will work with PARTISIPA Local Governance Advisers and the Municipal Strengthening national team, in coordination with the Ministry of State Administration (MoSA), to:
· Support municipal PFM process, systems and build staff capacity in planning, budgeting, accounting, reporting, procurement, and internal controls.
· Ensure municipal budgets and financial reports are compliant with legal and regulatory frameworks.
· Provide technical assistance that improves transparency and accountability of municipal planning and budgeting.

About You
· Bachelor’s or master’s degree in Accounting, Finance, Public Administration, or related field.
· Minimum 7 years of professional experience in public financial management, preferably in local government contexts.
· Strong knowledge of budgeting, accounting, and financial reporting standards in Timor-Leste.
· Experience delivering training and coaching to public sector staff.
· Understanding and ability to integrate gender equality, disability and social inclusion into work.
· Excellent interpersonal skills and ability to work collaboratively with diverse stakeholders.
· Ability to write high quality reports with in-depth analysis.
· Write and speak Tetum and English fluently.
