Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

The Role
Based in the Ministry of State Administration (MoSA), the Municipal Decentralisation Adviser will:
· Provide strategic advice to the senior officials at the General Directorate of Decentralisation and Local Government including relevant directorate at MoSA to perform its competencies to support decentralisation and local governance agendas.
· Support the MoSA to strengthen the capacity of municipalities with the delegation of competencies of ministry service delivery functions.

About You
· University degree or equivalent experience in Public Financial Management, economic development, public administration, international development or relevant area.
· 10 years of experience working to support local government or decentralisation process in Timor-Leste, with an extensive understanding of the political economy and environment.
· Experience working on a donor-funded development program, preferably DFAT.
· Demonstrated understanding of the government planning and budgeting process at national and/or municipal level.
· Understanding and ability to integrate gender equality, disability and social inclusion into work.
· Ability to write high quality reports with in-depth analysis
· Write and speak Tetum and English fluently
· Ability to work independently and with cross cultural teams.
