Job Description
Chemonics seeks a Chief of Party (COP) for the anticipated 5-year USAID Urban Connect Activity in the Philippines. The project aims to promote inclusive and resilient economic growth of secondary cities by enhancing local economic development and improving public service delivery. The Urban Connect activity supports the goal of USAID/Philippines’ Cities Development Initiative (CDI) of spurring inclusive development through better governance, economic growth, and environmental and community resilience in secondary cities. This position will be based in Manilla, Philippines. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Directly responsible for the overall project management, formulating strategy and designing and directing activities aimed at achieving project goals and maximizing impact
- Ensures achievement of program results, compliance, and timely submission of deliverables
- Applies technical expertise to provide quality assurance of activity implementation according to USAID/Philippines Country Development Cooperation Strategy standards and oversees incorporation of crosscutting principles into activity programming — including sustainability, environmental protection, and GESI
- Promotes CLA approaches through activity partnership and intervention design, implementation, and monitoring
- Cultivates strong working relationships with and serves as primary point of contact for USAID, the Philippine government, key stakeholders, and Chemonics’ Washington office
- Oversees strategic relationships with consortium partners
- Oversees communications and reporting, ensures deliverable completion in accordance with work plan timelines and project budget, reports on component indicators, and contributes to project success story drafting and dissemination as needed
- Supervises and provides technical guidance to the Local Economic Development Lead, Public Service Delivery Lead, MEL/CLA advisor, and finance and operations manager
- Reports to Washington office PMU director and serves as primary liaison with Chemonics’ home-office staff, and arranges regular senior leadership team meetings to ensure collaboration and communication across team
Qualifications:
- Master’s degree or equivalent professional experience (10 years) in economics, urban development, public policy and administration, management, development, or and related fields
- 15 years of experience managing projects that are similar in size and scope to Urban Connect with a demonstrated experience working with city and municipal-level governments
- Demonstrated ability to manage teams of professionals to produce key results and outcomes.
- Extensive experience working with counterparts at various levels of the government and private sector in managing international development assistance projects
- Strong technical expertise, good management skills, and extraordinary communication skills
- Strong writing and speaking skills in English
