Job Description

Australia-Solomon Islands Economic Cooperation

Australia has committed to spend more than AUD460 million on infrastructure in Solomon Islands over the next ten years. This includes our AUD250 million commitment for the Solomon Islands Infrastructure Program.

To ensure that these investments in infrastructure deliver the desired outcomes, the Australian Government has a need to establish a panel of independent technical advisers – both local and international – to assist in the monitoring and management of program progress and risks.

The Role
The appointed advisers will be engaged periodically to provide technical advice to the economic infrastructure program management team in the Australian High Commission. This may involve undertaking tasks that support evidence-based decision-making.

Opportunities will be made available to members on an as-needed basis and as directed by the Client. Each opportunity is dependent on an assignment’s requirements and the skill sets of the available panel members. Inputs will vary in terms of scope and duration, depending on the needs identified.

About You

The Profiles We Seek

In preparation for the upcoming vacancies, ASIRF is seeking Expressions of Interest (EOI) from suitably qualified and experienced consultants to establish an independent reference group.

1. Engineers (Civil, Marine, Structural, Environmental)

Provide high-level advice on the planning, management, monitoring and reporting on the construction-related and infrastructure activities funded by DFAT.

  • Must have professional accreditation in their field of engineering in addition to their tertiary education.
  • Must have demonstrated working experience of at least ten (10) years

2. Infrastructure Policy and Planning Consultants

Provide strategic advice on public sector infrastructure policy, planning and implementation, and private sector development (including contributions to public sector projects).

  • Degree in relevant subject, desirable.
  • Must have demonstrated working experience of at least ten (10) years

3. Natural Resource Management Consultants

Provide advice on policy frameworks for improving local conservation of vital resources and in the development of technical capacities for effective implementation of Solomon Islands’ management of its coastal resources, watershed, soil-health, biodiversity and land-use, and sustainable farming practices.

    • Master’s Degree in relevant subject, desirable.
    • Must have demonstrated working experience of at least eight (8) years
    • Must have experience in the Solomon Islands or the Pacific Region.

4. Policy and Economic Analysts

Provide economic country analysis including, but not limited to, position paper or research to enhance understanding of the country-context and the political-economy environment.

    • Must have demonstrated relevant working experience of at least eight (8) years in policy/economic research at the national or international level and/or technical background relevant to the assignment with at least five (5) years of relevant experience.

5. Procurement and Supply Management Consultants

Provide advice on procurement methods and technical practices in the course of implementation of economic infrastructure programs.

    • Must have completed tertiary education in relevant subject.
    • Master’s Degree in relevant subject and/or MCIPS/CIPS certification, desirable.
    • Must have demonstrated working experience of at least eight (8) years.

6. Lead Project Finance Specialist

Provide strategic and high-level work for DFAT-funded project in the Solomon Islands which includes, but not limited to, financial planning and compliance, forecasting, systems controls, and policy & procedures implementation.

    • Master’s Degree in relevant subject, desirable.
    • Must have demonstrated working experience of at least ten (10) years, of which five (5) years have been dedicated to project implementation.
    • Experience with DFAT-funded programs in the Solomon Islands or the Pacific Region, preferred.

7. Monitoring and Evaluation Consultants

Provide inputs in the planning or implementation of monitoring and evaluation of economic infrastructure programs, including to establish a Performance Assessment Framework.

    • Master’s Degree in relevant subject, desirable.
    • Must have demonstrated working experience of at least eight (8) years.
    • Must have experience in MEL with DFAT-funded programs in Solomon Islands or the Pacific Region.

8. Climate Finance Consultants

Provide technical advisory services and conduct analysis of climate finance providers for infrastructure, climate change policies, tools, and approaches in integrating climate mitigation and adaptation with infrastructure delivery.

    • Master’s Degree in relevant subject, desirable.
    • Must have demonstrated working experience of at least eight (8) years in policy development and management of projects in the area of climate change, energy, forestry, biodiversity, agriculture, and technical assistance initiatives.
    • Must have experience in the Solomon Islands or the Pacific Region.


Remuneration
Successful candidates will be contracted to the Economic Infrastructure Panel through Deeds of Standing Offer. Each time a panel member is offered an assignment, the fee rate will be negotiated:

  • For adviser positions, fee rates will be based on the successful panel member’s skills and years of relevant experience
  • For locally engaged positions, fee rates will be competitive rates based on local labour standards in the relevant country.

For each assignment, a Service Order will be signed outlining the assignment terms and duration.​​​​​​​
