Job Description

  • Full-time role for 24 months, with the option to extend for an additional 12 months

For this role, the Partnerships Platform is partnering with the Ministry of Finance and Economic Development (MFED), in Funafuti, Tuvalu. MFED is charged with delivering the key economic development strategic priority under Tuvalu’s national development plan, Te Kete: National Strategy for Sustainable Development 2021 to 2030, as well as leading on fiscal priorities outlined by the new Government of Tuvalu in February 2024.

About the role

As part of the Te Ao program, the Government of Tuvalu seeks an experienced Financial Management Information System (FMIS) Adviser to support the Ministry of Finance in modernising its public financial management systems. A key priority under this initiative is the implementation and enhancement of the FMIS to strengthen budget execution, financial reporting, and accountability across government.

The FMIS Adviser will provide technical leadership and capacity building in the design, implementation, and institutionalisation of the FMIS. The role will work closely with the Treasury Department to deliver an effective, reliable, and sustainable FMIS that integrates core financial functions across all line ministries, improving transparency, efficiency, and control in public financial management. Collaboration with other Te Ao technical personnel and development partners will be essential to ensure reforms align with national priorities and Te Ao objectives.

Key responsibilities include providing strategic and technical leadership for FMIS development, delivering capacity building and institutional strengthening, and supporting reforms outlined in the Public Financial Management Roadmap, Policy Reform Matrix, and related frameworks. The adviser will also ensure a coordinated approach to FMIS implementation through engagement with relevant stakeholders.

The position reports to the Government Accountant and works under joint performance management with the Te Ao Program Director, DFAT, and the Partnerships Platform Team Leader. Regular reporting against agreed workplans and deliverables will be required, including six-monthly performance reports and an end-of-assignment completion report.

About You

This role requires a seasoned professional with proven experience in FMIS implementation and public financial management reform, with familiarity in Tech1 or similar systems highly desirable. Strong technical expertise, leadership skills, and the ability to build local capacity are essential for success in this role.

A proven commitment to improving systems and processes, as well as building the capacity of colleagues through mentoring and skills transfer, is required.
