Program Background
The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.
The Role
The Grants & Contracts Coordinator is responsible for supporting the Grants & Contracts Manager in the effective management, coordination and oversight of grants, contracts, Short-Term Adviser (STA) engagements, and procurement activities under the AIPJ3 Program.
The role supports the delivery of a responsive, accountable and compliant grants and procurement function aligned with AIPJ3’s strategic objectives and operational requirements, and ensure compliance with DFAT and DT Global policies, including safeguarding, fraud risk management, and value for money principals.
The Grants and Contracts Coordinator will work closely with the Finance Team, Technical Teams and relevant stakeholders to support planning, budgeting, monitoring, and capacity-building related to grants, contracts, STAs and procurement. This position reports directly to the Grants and Contracts Manager.

About You
Roles and Responsibilities
The Grants & Contracts Coordinator will support the Grants and Contracts Manager in the following areas:
- Grants & Risks Management
- Coordinate and oversee grants management process for non-government and civil society organisations, including grant selection, budget negotiations, preparation of grant agreements, monitoring of payments and deliverables, performance assessment, and project close-out.
- Conduct due diligence assessments of prospective grantees and support partners to meet DFAT and DT Global compliance requirements.
- Review and monitor grantee financial reports regularly to ensure accuracy, completeness, and compliance with AIPJ3 grant guidelines.
- Identify, manage, and escalate compliance risks, including potential fraud, conflicts of interest, safeguarding issues or mismanagement.
- Support internal and external audits by preparing and maintaining complete and accurate documentation.
- Conduct on-site verifications (spot checks) and data quality checks through field visits (as required) to ensure adherence to grant guidelines and compliance requirements.
- Conduct induction sessions for partners following contract award to ensure understanding of contractual obligations and adherence to DFAT and DT Global policies.
- Provide technical assistance and capacity-building support to grantees on compliance, reporting, and financial management.
- Monitor grantee performance in financial management and ensure accurate documentation in the annual partner performance assessments.
- Work closely with the Finance Team to support effective project financial planning and reporting.
- Contribute to the development and continues improvement of grant guidance, tools and templates in alignment with AIPJ3 objectives and MEL requirements.
2. Contract Management
- Support the preparation, review and administration of contracts and amendments, ensuring compliance with DFAT and DT Global policies.
- Establish and maintain grants and contracts tracking tools to support forecasting, budget management, and reporting.
- Maintain an up-to-date contract register and ensure all contracts remain valid throughout the implementation period.
- Manage grants and contracts documentation and filing systems (softcopy and hardcopy), ensuring all files are complete, properly organised, and easily accessible for internal use and audit purposes.
3. Short-Term Adviser (STA) Management
- Coordinate of induction and briefing session on scope of works, AIPJ3 policies, safeguarding, and compliance requirements.
- Maintain and regularly update STA contract trackers, including contract duration, deliverables, and payment milestones.
- Coordinate with Technical Teams and Finance to ensure invoices and reports are submitted timely in accordance with the contracting requirements.
- Process and monitor STA payments, ensuring accuracy, compliance, and alignment with contractual terms.
- Maintain comprehensive STA records and documentation to support internal monitoring and audit requirements.
4. Procurement Management
- Support and coordinate all procurement activities under AIPJ3, including grants and goods and services.
- Manage procurement processes in accordance with DFAT, DT Global, and AIPJ3 procurement policies, including value for money and risk management principles.
- Support the establishment and management of vendor pools and STAs Panel, including solicitation, evaluation, contracting, and contract administration.
- Coordinate procurement documentation, due diligence, approvals, and contract execution.
- Coordinate of induction and briefing session on AIPJ3 policies, safeguarding, and compliance requirements.
- Maintain procurement trackers and records to ensure transparency, accountability, and audit readiness.
- Liaise with the technical teams and suppliers to support timely and compliant procurement outcomes.
Selection Criteria
Essential Experience and Knowledge:
- Bachelor’s or equivalent degree required with a minimum of five years’ experience in grants, procurements and contract compliance and management or related experiences.
- Understanding of grants management processes and grants compliance programs.
- Understanding of procurement processes for DFAT or other international donor experience.
- Knowledge and experience in grants’ financial reporting and database/system i.e. Management Information System (MIS).
- Knowledge of contract development
- Strong accounting skills.
- Able to demonstrate leadership and good interpersonal relationships with staff and team-work oriented.
- Strong inter-personal and communication skills. Working experience with English speaking and writing skills.
- Ability to work effectively in a team and strong attention to detail.
- Excellent computer skills including Microsoft Word, Excel, Outlook.
Desirable
- Ability to work effectively both independently and as part of a team.
- Previous experience working with NGOs and/or donor funded programs desired.
- Excellent communication skills, both written and verbal in English.
