About the Role
Supporting the Corporate Office, Incentive Fund Phase 5 and the Building Community Engagement in PNG program, the HR, Policy & Organisational Development Specialist role is a key role within the DT Global PNG ecosystem. The role is responsible for developing and coordinating policy across DT Global’s suite of programs, as well as leading the implementation of HR strategies and initiatives aligned with the IF5 program implementation. The role will provide advice and direct support to assist in all aspects of human resource management.
Roles and Responsibilities
Responsibilities include but are not limited to the following:
· Manage the end-to-end recruitment process, including job postings, candidate screening, interviews, and selection for the IF5 program.
· Develop and implement effective onboarding programs to ensure new employees are integrated smoothly into the organisation.
· Implement and manage performance appraisal systems to evaluate employee performance.
· Develop and implement ‘country-wide’ HR policies across DT Global’s suite of programs.
· Coordinate the PNG HR Working Group with colleagues from across our programs.
· Be the ‘go-to’ person and subject matter expert for Salary Sacrifice and PNG Healthcare queries.
· Provide guidance and support to managers on performance-related issues and improvement plans.
· Oversee the country-wide salary benchmarking activities, ensuring data accuracy.
· Address employee queries and concerns, providing support and guidance on HR-related matters.
· Identify training needs and develop training programs to enhance employee skills and competencies.
· Organize and facilitate team-building activities to enhance team cohesion and morale.
· Comply with DFAT policies on gender, child protection, disability, workplace health and safety, environment, anti-bribery and anti-fraud.

About You
Selection Criteria
Essential Experience and Knowledge
· Demonstrated Human Resource Management experience, preferably in an international development / donor funded program environment. Experience on Australian government funded programs in PNG would be an advantage, but is not essential.
· Proven experience in HR roles, with a focus on recruitment, onboarding, performance management, training and workplace culture.
· Excellent verbal and written communication and interpersonal skills.
· Demonstrated ability to multi-task and prioritise, with the aim of providing HR support in an efficient manner and attention to detail in the procedures and in the support provided to Program.
· Demonstrated ability to work well as part of a multi-disciplinary team and interact proactively with management and staff at all levels of the business in the resolution of HR issues.
· Commitment to, and understanding of, GEDSI principles in institutional HR practices.
· Possess a strong understanding of PNG labour legislation.
· Experience in the development and effective delivery/facilitation of training programs to achieved specified learning outcomes.
· Demonstrated experience in promoting a harmonious work culture.
· Excellent communication and interpersonal skills, including interviewing, counselling, negotiating and report writing.
· Well-developed computer literacy skills within a Microsoft Office environment
