Program Background

The Education Quality for Inclusive Prosperity (EQUIP) program is a critical component of Australia’s strategic partnership with the Philippines. It builds on over 30 years of investment by the Government of Australia into the Philippines’ education sector and supports the Marcos government’s commitment to improve the global competitiveness of the Philippine education and labour market. EQUIP reflects the collective interest of Australia and the Philippines to foster a robust and adaptive education system where learners and graduates can thrive in an increasingly digitalised economy.

The Role

Reporting to the Operations Lead, the Human Resources and Office Manager is responsible for overseeing all aspects of human resource management, office administration, and staff performance systems to ensure the smooth, compliant, and efficient functioning of EQUIP Program. This includes managing recruitment, workforce planning, performance management, learning and development coordination, office operations, and contributing to a safe, inclusive, and high-performing work environment in line with DFAT and DT Global standards. The position plays a key role in operational risk management and in supporting the overall effectiveness of the program’s delivery.

Key Responsibilities

Human Resources Management

  • Lead and manage recruitment, onboarding, and offboarding processes for staff and consultants.
  • Maintain accurate and up-to-date HR records, including staff entitlements, timesheets, leave records, and insurance coverage.
  • Ensure all HR practices, in close coordination with and guidance from DT Global People & Culture Team, comply with the Program’s operations manual, Philippine labour laws and DFAT requirements. Develop and maintain a robust performance management system, supporting staff development and team performance tracking.
  • Initiate and support performance improvement plans for poorly performing team members, in close coordination with DT Global People & Culture Team.
  • Oversee and update regularly HR policies and procedures in the Operations Manual, ensuring alignment with EQUIP values on gender equality, disability inclusion, safeguarding, and anti-discrimination.
  • Manage employee relations and provide guidance to staff and supervisors on HR-related matters.  Coordinate learning and development initiatives aligned with staff needs and program objectives.
  • Foster a supportive, collaborative, and inclusive work culture.

Office and Operations Management

  • Manage the daily operations of the office and support co-located offices facility and regional operations as required.
  • Maintain accurate office inventories, asset registers, and vendor service procurement and records.
  • Support asset movements, transfers, disposals, and handovers in line with program policies and donor requirements.
  • Support conduct of periodic physical verification and audits of program assets.
  • Management of office supplies and stationery stock.
  • Ensure effective office systems are in place, including filing, documentation, logistics, travel management, and ICT support.
  • Ensure all required insurance coverage and applicable employee benefits are maintained at all times, and ensuring all documentation is kept accurate and up to date.
  • Maintain a proper and user-friendly filling and document control system for recording and tracking all documents.
  • Maintain an Operations administration calendar and schedule appointments.
  • Coordinate with the DT Global project support team program and work permit processes, if applicable.
  • Manage compliance with safety, security, and other relevant health protocols.

Performance and Operational Support

  • Provide regular HR and office operations reports to the Operations Lead and contribute to broader program reporting.
  • Collaborate with technical and program teams to ensure staffing and operational needs are met for workshops, events, and travel.
  • Support implementation of internal audits and follow up on recommendations related to HR and office systems. 
  • Contribute to risk identification and mitigation processes related to human resources and office operations.
  • Any other task as reasonably directed by the Team Leader and Operations Lead.

About You

  • Bachelor’s degree in Human Resources, Business Administration, or any related field.
  • Extensive experience in HR and office administration, preferably in donor-funded or international development programs.
  • Demonstrated understanding of Philippine labour law, and program administration requirements.
  • Experience in managing HR systems, staff performance processes, and inclusive workforce policies.
  • Strong leadership and people management skills.
  • Excellent communication and written skills.
  • Able to write clear and concise reports and presentation, when required.
  • Proficiency in Microsoft Office and HRIS tools.
  • Ability to work independently and in a team, manage multiple tasks, and maintain attention to detail.
  • Experience in and commitment to applying GEDSI and safeguards principles.
  • Excellent communication skills, both written and verbal in English.

Desirable

  • Ability to work effectively both independently and as part of a team.
  • Previous experience working with NGOs, INGOs and/or DFAT donor funded programs
