Program Background

PROSIVU and PARTISIPA are two significant Australia Aid investments, funded through the Department of Foreign Affairs and Trade (DFAT), and managed by DT Global in Timor-Leste.

PROSIVU focuses on enhancing good governance and economic policy development, extending Australia’s longstanding partnership with Timor-Leste. It aims to strengthen the capacity of central government agencies, improve public administration, and support inclusive economic growth, ensuring sustainable public finances and effective governance practices.

PARTISIPA supports the Government of Timor-Leste in enhancing access to and the quality of basic infrastructure and services at subnational levels (municipalities, administrative posts, and villages). The program has four components that focus on the National Program for Village Development (PNDS), strengthening subnational administration, rural water systems, and sub-national roads.

Both programs contribute to Timor-Leste’s goal of becoming a prosperous and strong nation, while fostering deep and enduring relationships between Australia and Timor-Leste.

The Role

DT-Global has a vacancy for an experienced Human Resources and Partnerships Manager to lead people and culture, recruitment, retention, contracting and compliance requirements for PARTISIPA and PROSIVU’s team of approximately 200 staff.  The role will also be responsible for leading engagement, contracting and compliance requirements for external partners, such as grantees and subcontractors, that support both programs.  This is a newly established role that has been created as part of an initiative to establish a centralised Dili-based Operations team that also supports finance, logistics, assets and facilities, procurement and activity implementation across both programs. 

Objectives of the Role

  • Ensure efficient and effective human resource management to attract, develop, and retain high-performing teams for PROSIVU and PARTISIPA.
  • Maintain strong compliance with organisational policies, donor requirements, and Timor-Leste labour laws in all HR and partnership processes.
  • Enhance operational efficiency by centralizing HR functions across the two programs and aligning them with strategic goals.
  • Facilitate strong relationships with external partners (grantees and subcontractors) to ensure timely and effective implementation of program activities.

Roles and Responsibilities

Human Resource Management

People and Culture:

  • Foster a workplace culture aligned with DT Global’s values, DFAT requirements and positive staff engagement.
  • Solicit regular employee feedback and implement action plans to address feedback and resolve emerging issues.

Recruitment and Retention:

  • Develop and implement talent acquisition strategies to attract top candidates for program roles.
  • Oversee onboarding and orientation programs to ensure seamless integration of new hires.
  • Create retention strategies, including career development plans and performance management systems.

HR Systems and Compliance:

  • Ensure compliance with Timor-Leste labour laws, DFAT requirements, and DT Global policies.
  • Oversee the maintenance of accurate HR records, including contracts, leave entitlements, and performance evaluations.

Capacity Development:

  • Identify and implement training and professional development opportunities for staff.
  • Develop succession plans and strategies to build capacity within the teams.

Partnerships and Contracting

Engagement and Relationship Management:

  • Serve as a primary point of contact for external partners, including grantees and subcontractors.
  • Facilitate effective communication, collaboration, oversight and performance management of external partners to support program implementation.

Contracting:

  • Oversee the development and management of partnership agreements, including grants and subcontracting arrangements.
  • Ensure agreements comply with donor requirements and are aligned with program goals.

Compliance and Monitoring:

  • Monitor partner performance and compliance with contractual obligations, including financial reporting and program deliverables.
  • Conduct periodic audits and provide support to address any identified issues.

Centralised Operations Support

  • Work collaboratively with the Operations Director and the centralized operations team to streamline HR, finance, logistics, procurement, and activity implementation functions.
  • Support the development and implementation of operational policies, procedures, and systems to improve efficiency across both programs.

About you

Selection Criteria - Experience and Knowledge

Essential:

  • Bachelor’s degree in human resource management, business administration, or other relevant field.
  • Strong interpersonal and communication skills, with the ability to work in a cross-cultural environment.
  • At least 5 years of progressive experience in HR management, including contracting recruitment, retention, compliance and policy development.
  • Demonstrated experience in partnership management, contracting, and compliance with donor-funded programs.
  • In-depth knowledge of Timor-Leste labor laws and DFAT regulations.

Desirable:

  • Previous experience working with Australian Aid-funded projects
  • Experience in managing HR functions for large-scale development projects in Timor-Leste or similar contexts.
  • Proficiency in Tetum, Portuguese or Bahasa Indonesia
