Project Summary:

Implemented by Integrity Global, Inc. and MSI, the Monitoring, Evaluation, and Learning Support activity (MELS) supports USAID/South Sudan through tailored monitoring and evaluation services to enhance Mission programs. In a dynamic operating environment, MELS provides the Mission with flexible, demand-driven technical, analytic, and advisory support that 1) helps the Mission internalize and integrate concepts under Collaborating, Learning, and Adapting (CLA), 2) strengthens knowledge management and improves institutional memory, 3) advises on and produces fit-for-purpose MEL products, 4) enhances organizational effectiveness and operational efficiency, and 5) strengthens data-driven decision making through Geographic Information Systems (GIS) and other innovative spatial analyses.

Position Summary:

The Monitoring & Evaluation (M&E) Expert will support an endline performance evaluation of the USAID/South Sudan Boma Badingilo Landscape Conservation Activity (BBL). The evaluation will review the status of community-based natural resource management models promoted by BBL and assess 1) whether the conservation interventions resulted in the institutionalization of co-management approaches, 2) the extent to which the interventions mitigated conflicts, enhanced security, and improved livelihoods, and 3) the sustainability of the co-management models and partnerships. Data will be collected through desk reviews, key informant interviews (KIIs) with USAID staff and other stakeholders, focus group discussions (FGDs) and in-person interviews with beneficiaries in the BBL catchment area, and onsite observations. The Expert will guide the design of the evaluation methodology, manage data collection and data evaluation, take a senior role in technical reporting, and ensure that the evaluation meets high professional standards. This is a Short-Term Technical Assistance (STTA) position with an estimated period of performance of August - October 2022 and includes anticipated travel to Juba, South Sudan.

Responsibilities:

• Develop the evaluation work plan, including data collection instruments, in collaboration with the Team Lead.
• Conduct data collection and evaluation in line with the evaluation scope of work and industry best practices.
• Prepare debriefs for USAID about preliminary findings to obtain feedback and update results.
• Prepare a final evaluation report in English, incorporating any comments and questions raised by USAID.

Qualifications:

• Bachelor’s degree in data science, international studies, or other relevant field is required
• Minimum of five years of technical experience as team lead of USAID final performance evaluations is required.
• Previous experience in East Africa, especially South Sudan is preferred.
• Previous work in the biodiversity sector is strongly preferred.
• Strong interpersonal skills are required.
• Ability to travel to and within South Sudan based on security considerations such as COVID-19 context, if required.
• Proficiency in oral and written English is required.
