Cowater is recruiting for an Office Manager for the upcoming Field Services Support Project for the Caribbean (Guyana-based).

SUMMARY OF THE PROJECT
The Field Support Services Project (FSSP) Caribbean will provide support to Global Affairs Canada and Canadian embassies in the areas of: procurement and contracting of technical specialists; provision of logistical services (such as office space, equipment, and transportation); and administrative support for project/program delivery, including support to local initiatives. FSSP Caribbean will be based in Jamaica, with offices in Guyana and Barbados, and additional operations throughout the region.

SUMMARY OF THE POSITION
Cowater is currently recruiting an Office Manager for the project’s satellite office in Guyana, as part of a proposal in development for the Field Services Support Project in the Caribbean funded by Global Affairs Canada (GAC). This position, conditional on the award of the project to Cowater, is full-time and will be based in Guyana. The Office Manager with report to the FSSP Project Manager.

Responsibilities of the Office Manager will include:
  • Ensuring quality and management oversight of services offered by the FSSP in their satellite country of responsibility (Barbados or Jamaica), and ensuring the quality of services provided by the FSSP meets the needs and expectations of Global affairs Canada;
  • Feeding into the development of all key FSSP documents, including Procurement Plans, Operating Procedures Manual and Annual Work Plans;
  • Contributing to FSSP budgets and financial reports;
  • Local oversight on procurement, logistics, and financial management services provided under the project in their satellite country of responsibility;
  • Working with the Project Manager based in Jamaica, ensuring appropriate administrative oversight of the Technical Specialists if applicable in their country of responsibility, including timely delivery and performing quality assurance of their deliverables;
  • Regularly liaising with the Technical Authority, Global Affairs Canada HQ, as well as with the local Canadian High Commission, the Recipient Countries Government Authorities or representatives, and other relevant project stakeholders;
  • Developing and maintaining networks of key stakeholders (government, civil society, other donors, private sector) in their countries of responsibility;
  • In concert with the Project Manager based in Jamaica, overseeing procurement services for goods and services, including but not limited to procurement of Technical Specialists through local and international competitive processes;
  • Ensuring the effective management and internal monitoring of project progress and results, including dealing with project issues and problems as they arise in their country of responsibility;
Key Qualifications:

Essential Experience
  • A minimum of 4 years of experience on similar activities and programming, with a preference for regional experience.
  • Demonstrated experience managing projects and initiatives with large budgets (with a preference for those above 1.5 million Canadian dollars/year)
  • Demonstrated experience working with different types of International Development Assistance Stakeholders
  • Demonstrated experience providing the following services: Administrative Services; Procurement services; Financial services; Logistical services.
  • Prior experience working in a developing country, with a preference for experience within the Caribbean region;
  • Demonstrated experience ensuring quality and management oversight of services offered by the office;
  • Experience contributing to the development of key organization documents, including Procurement Plans, Operating Procedures Manual and Annual Work Plans
  • Experience contributing to budgets and financial reports; oversight on procurement, logistics, and financial management and technical specialist services
  • Experience developing and maintaining networks of key stakeholders (government, civil society, other donors, private sector);
Education
  • A post-graduate degree from a recognized institution in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences.
