Job Description

LIFT is embarking on a new strategic period for 2024-2028. The LIFT 2024-2028 Strategy builds on the achievements of LIFT’s experience as well as recent adaptations and learning in the face of a changing and dynamic context. The new Strategy outlines an approach to tackle structural drivers of poverty and vulnerability, while also considering immediate interventions to secure and maintain Myanmar’s previous development gains. LIFT has proven itself as a key delivery partner across Myanmar’s changing contexts – ranging from post-Nargis recovery, economic and rural development at a time of transition, and relief support during COVID-19. LIFT is managed by the United Nations Office for Projects Services (UNOPS) and has received funding from 16 international donors. The current donors are the United Kingdom, the European Union, Switzerland, Australia, the United States of America, Canada, New Zealand, Norway, and Denmark.


The Programme Management Specialist will manage key aspects of LIFT’s programme, including programme management, fund board management, supervision of the Microfinance and Financial Performance Team, budget management, donor relations, and support for the business development strategy. The role ensures effective and efficient programme delivery, alignment with LIFT’s strategic objectives, and compliance with UNOPS policies and procedures.


This position reports to the Fund Director and is part of the Fund Director´s office.


1. Programme Management

  • Support the implementation of LIFT’s programmes, ensuring alignment with the 2024-2028 Strategy and achievement of desired outcomes.

  • Develop and maintain programme work plans, budgets, and monitoring frameworks.

  • Monitor programme progress, identify risks and challenges, and implement mitigation strategies.

  • Prepare programme reports, briefs, and presentations for internal and external stakeholders.

  • Ensure compliance with UNOPS policies, procedures, and regulations.

2. Fund Board Management

  • Support the preparation and organization of Fund Board meetings, including the development of agendas, meeting materials, and minutes.

  • Facilitate communication between the Fund Board and the LIFT management team.

  • Ensure that Fund Board decisions are implemented effectively and efficiently.

3. Supervise the Microfinance and Financial Performance Team

  • Provide leadership and guidance to the Microfinance and Financial Performance Team, ensuring effective team development, performance and achievement of team objectives.

4. Budget Management

  • Contribute to the development and management of the LIFT programme budget, ensuring effective resource allocation and utilization.

  • Monitor budget performance, identify variances, and implement corrective actions.

  • Prepare budget reports and forecasts for internal and external stakeholders.

5. Donor Relations

  • Contribute to strengthening relationships with LIFT donors, providing regular updates on programme progress and addressing donor inquiries.

  • Support the development of donor proposals and reports.

  • Facilitate donor visits and meetings.

6. Support the business development strategy

  • Contribute to the development and implementation of LIFT’s business development strategy, identifying new funding opportunities and partnerships.

  • Support the development and execution of the innovation framework.

  • Develop concept notes for potential projects.

  • Prepare proposals and presentations for potential donors and partners.

  • Represent LIFT at relevant events and conferences when necessary.
