Chemonics International is seeking a Finance Sr. Specialist for the Philippines Regional Office. The Finance Sr. Specialist for Chemonics Philippines Regional Office (PRO) will execute financial operations, ensuring the accuracy of financial records, timely reporting, and compliance with accounting standards, company policies, and local regulations. This role includes handling employee government-mandated contributions (SSS, BIR, HMDF, PhilHealth), ensuring tax compliance, and maintaining adherence to statutory requirements. The Finance Sr. Specialist will oversee all financial and accounting processes, including payroll, timesheets, and conducting regular audits and reviews, while actively supporting financial planning, budgeting, and reporting. This role requires on-site work in the Philippines Regional Office location as part of our hybrid, flexible work structure. Responsibilities:
- Execute daily financial operations, including processing accounts payable, receivable, general ledger, petty cash, and payroll, ensuring accurate record-keeping and proper transaction documentation. Handle vendor payments and expense requests, ensuring compliance with local tax laws (VAT, income tax, withholding tax) and timely filing of related returns
- Prepare and finalize monthly, quarterly, and annual financial statements and reports, supporting month-end and year-end closing processes to ensure accuracy and completeness
- Manage cash flow and ensure the timely payment of invoices, bills, and other financial obligations, maintaining thorough documentation
- Ensure employee contributions to government agencies (SSS, BIR, HMDF, PhilHealth) are accurately processed, and serve as the primary contact for related inquiries
- Collaborate with internal and external auditors to provide necessary documentation and facilitate audits and compliance reviews
- Maintain asset registers and depreciation schedules, and assist with budgeting, forecasting, and financial analysis for the local office
- Analyze financial data to support decision-making, strengthen internal controls, reduce fraud risk, and ensure adherence to policies
- Perform additional general accounting duties and other tasks as assigned by the Regional Office Director
- This role requires a hands-on approach to financial management, with a focus on accurate processing, compliance, and proactive support for financial planning and reporting
Requirements:
- Bachelor’s degree in accountancy, finance, or related field
- CPA certification required
- Minimum of 5 years in finance or accounting roles with hands-on experience in financial reporting, budgeting, and tax compliance
- Proficient in accounting software (ie. ABACUS (Preferred), D365, QuickBooks, SAP); experience with financial systems for budgeting, forecasting, cash flow management, and disbursements
- In-depth knowledge of local tax regulations and government-mandated filings (SSS, BIR, HMDF, PhilHealth)
- Strong analytical, organizational, and attention-to-detail skills. Proven ability to manage multiple priorities in fast-paced environments
- Fluency in English (both oral and written) is required, and proficiency in host country language is a plus
- Strong interpersonal skills, capable of working with diverse teams and maintaining confidentiality
- Willingness to travel and work abroad in locations where Chemonics has operations for at least 4 to 8 weeks per year
