The Service to the Armed Forces (SAF) and International Services (IS) Division mission is to provide care and comfort to the members of the United States Armed Forces and their families. It is the impetus for the establishment of the American Red Cross (ARC). SAF-IS at the Red Cross is a mixture of both tradition and innovation. ARC continues to provide traditional support to military families; serve in military and veterans hospitals and conduct emergency communication. We also continually adapt our traditional services and create new programs to meet the needs of today’s military member, veterans and their families.
The American Red Cross is currently looking for a Reservist to serve as a SAF-IS Regional Program Manager who is willing to deploy to overseas locations where we support the military community. This is an assignment for overseas deployment, with an anticipated departure date October 23, 2022. This is an approximate 24-month term-limited benefits eligible position, through the February 2024 rotation. This position reports to the Ukraine Contingency Deputy Director.
This position will deploy to a different deployment location each rotation (rotations are October, February, June each year), with time off in-between each deployment. One deployment rotation will be in Germany where the tasks could include will assisting with coordinating travel through DTS (Defense Travel System); assisting with the in-processing/out-processing of the mobile team; assisting with assigning the mentors to new deployers, and other duties as assigned.
This position will be deployed for the entire length of assignment, with 9 days off between each deployment.
Responsibilities
Relationship Management and Community OutreachVolunteer Management: Manages a volunteer engagement program and cycle to enable delivery of all Red Cross programs and services on a military installation
Service Delivery Management: Ensures the consistent delivery of SAF and IS U.S. services to all clients in their area
Financial and Reporting Management: Monitors and reports on the outcomes and results of programs and services to ensure organizational accountability and makes recommendations for continuous improvement to ensure metrics are consistently met. Coordinate closely with Ukraine Contingency Director on leadership/mentorship opportunities for other deployed members, provide feedback on deployment improvements for the Mobile Team and may assist with deployment travel arrangements for other mobile members.
SAF Mobile staff is a special workforce required to deploy on short term temporary assignments, serving alongside military members who are deployed to designated theaters of operations anywhere in the world. Mobile staff must be ready to deploy whenever called upon, and to do so are required to meet and maintain specific medical and other readiness requirements. Qualifications
Education: Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field is required; or related equivalent experience.
Experience: A minimum of five years related experience in program management or related field is required.

Skills and Abilities: Requires strong computer skills. Public speaking skills and the ability to communicate effectively verbally and in writing are required. Must have strong interpersonal skills and the ability to work well in an individual or team environment. The ability to balance multiple priorities is essential. Familiarity with military culture, regulations and protocol is strongly desired. Experience with American Red Cross programs and services is strongly desired.
