The Role
The Skills Reform Manager (SRM) will lead and coordinate activities that will contribute to reforms and strengthening of TVET systems and processes in the Solomon Islands. Furthermore, the SRM will provide ongoing support and liaise with SITESA on auditing, accreditation and registration processes and support on the accredited National Skills Packages.
Roles and Responsibilities
To provide strategic technical advice and capacity support to strengthen skills development systems and institutional frameworks within the Solomon Islands’ TVET sector. The Skills Reforms Manager will work with National TVET Provider partners, key stakeholders including Solomon Islands Tertiary Education and Skills Authority (SITESA), Solomon Islands Chamber of Commerce and Industry, Ministry of Education and Human Resource Development (MEHRD), Education Providers and industry representatives to improve coordination, quality, governance, and relevance of TVET provision.
Systems Strengthening
· Support the Solomon Islands Tertiary Education and Skills Authority (SITESA) in the implementation and review of accredited national qualifications, TVET strategies and policy frameworks.
· Facilitate the development and/or revision of TVET standards, quality assurance systems, and National Qualifications Framework alignment.
· Where allocated, support the facilitation of locally led skills development and systems strengthening activities that support national and partner skills development priorities and align with program outcomes.
· Advise on mechanisms for industry engagement and industry currency for TVET partners.
· Provide guidance on strengthening institutional governance, leadership, and management systems.
Institutional Strengthening
· Provide advice and practical solutions to support partner TVET providers to meet national regulatory requirements for registration, accreditation, training delivery and administration.
· Assist with mentoring, coaching and support of partner institution staff in the development and delivery of training that complies with national regulatory requirements and meets industry demand.
· Provide advice and support to TVET partners on unpacking and delivery of Accredited National Skills Packages.
· Provide technical advice and support to TVET partners on registration and accreditation processes to Solomon Islands Tertiary Education and Skills Authority (SITESA).
· Assess capacity gaps of selected TVET institutions and assist in developing institutional improvement plans.
· Support implementation of competency-based training (CBT) delivery models.
· Support development of frameworks and tools for staff performance, teacher training, and continuous professional development (CPD) for TVET partners.
Partnerships and Stakeholder Engagement
· Build and maintain strong working relationships with government counterparts, TVET partners and Industries through the Solomon Islands Chamber of Commerce and industries.
· Actively engage in ongoing multi-stakeholder discussions or working groups to support implementation of TVET reforms.
Monitoring, Learning, and Reporting
· Support TVET partners to design and support systems for performance monitoring and results measurement mechanisms.
· Capture and document lessons learned and good practices to inform policy and program adaptation.
· Support the development of knowledge products, technical briefs, and policy advice to inform national and regional TVET dialogue.
· Provide information as required to support reporting, strategic communications, and planning, monitoring, evaluation and learning requirements.
· Actively participate in staff meetings, vocational networks, professional practice meetings and other activities relevant to the role.
Other tasks as required to support the smooth establishment and operation of Pacific Australia Skills.
Essential Experience and Knowledge
· Demonstrated experience in providing high level technical advice within the TVET sector, along with a minimum of 2 years’ experience in management and training delivery.
· Current knowledge of training packages (Solomon Islands Accredited National Skills Packages) and experience using a wide range of flexible and effective learning methodologies and the ability to implement these in a cultural and inclusive manner.
· Demonstrated knowledge, understanding and experience in the Solomon Islands TVET landscape.
· Demonstrated skills in mentoring and/or coaching others to facilitate capability development and support change in a culturally sensitive manner.
· Proven ability to work collaboratively and ethically with local skills development partners, government and stakeholders on quality skills improvement initiatives
· Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
