Program Background

The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

 The overall program goals are:

  • To strengthen government institutions to deliver quality services that are accessible to all;
  • To support the resilience of communities through broad-based participation, economic opportunity, and improved village infrastructure

 These overall goals are advanced through the following four program components:

  • Support to PNDS (Programa Nasional Dezenvolvimentu Suku or National Program for Village Development)
  • Municipal level support
  • Rural water
  • Subnational roads

The Role

The objective of this consultancy is to design practical, evidence-based tools and indicators to assess municipal readiness for decentralisation, covering decentralised functions, administrative structure, financial sustainability, infrastructure readiness and human resources capacity.

About You

· Advanced degree in Public Administration, Public Financial Management, Political Science, or a related field.

· Minimum 10 years of experience in decentralisation, local governance, or institutional capacity assessments, including in the Asia Pacific region, preferably Timor-Leste or Indonesia, and on donor-funded programs.

· Demonstrated experience in developing diagnostic tools, capacity assessment frameworks or governance indicators.

· Demonstrable knowledge of local development concepts, minimum service standards, decentralisation and autonomy, as well as local development planning.

· Familiarity with PFM systems and municipal governance in developing/emerging economies, with demonstrated ability to design and adapt program approaches and strategies that promote improvement in provision of basic services, including planning and budgeting at subnational level and the enabling environment at national level.

· Understanding and ability to integrate principles of gender equality, disability and social inclusion into policy development, planning and implementation.

· Good analytical, written and verbal communication skills, with a variety of audiences and demonstrable ability to produce good written reports.

· Excellent communication, facilitation and report-writing skills in English is essential. A working proficiency in Portuguese/Tetum/Bahasa Indonesia language is an advantage.

· Excellent interpersonal skill and an ability to work effectively in cross-cultural and remotely based teams, and with a wide range of stakeholders.
