Project title: “Technical Assistance for the SA-EU Dialogue Facility”
Brief description of the assignment : Senior Non-Key EU Expert 2 – NKE-2 to Support the Dialogue on the Integration of Small-scale Renewable Energy and Energy Efficiency Technologies in Government Buildings and Infrastructure in South Africa.
The South African Senior Non-Key Expert, (Team Leader) will work closely with the European Union Senior Non-Key Expert. The SA Senior NKE guide the completion of the assignment and obtain all the necessary EU reviews from the EU Senior NKE and consolidate the best practice and policy brief document. The following four phases are to be completed for the assignment:
- Phase One – Desktop research and documented gap analysis report on the best practice and challenges on integrating small-scale renewable energy and energy efficiency technologies. The desktop analysis report will provide a list/database of similar projects that have been implemented in SA with specific projects in at least five provinces namely, Gauteng, North West, Free State, Western Cape and KwaZulu Natal. The EU desktop analysis will focus on Denmark, Germany, France, Austria, Poland, Romania, Estonia, and other upcoming EU countries.
- Phase Two – Participate in a consultative multi-stakeholder virtual workshop with SA and EU stakeholders and documented workshop outcomes with the support of professional scribes and facilitators.
- Phase Three – Develop the draft and final policy brief document based on the multi-stakeholder consultative virtual workshops.
- Phase Four – Prepare and submit a final road map with recommended actions, institutional structure and timeframes including registration and/or licensing and financial mechanism on how the final policy brief document should be implemented in South Africa.
The SA Senior Non-Key Expert (Team Leader of the assignment), in collaboration with the European Union Non-Key Expert, will provide the following services:
- Documented best practice and gap analysis report based on SA and EU assessment to inform the development of a policy brief and a road map for the integration of small-scale renewable energy and energy efficiency in a government facility in South Africa.
- Participate in a multi-stakeholder virtual workshop with SA and EU stakeholders to discuss the draft policy brief and road map to integrate small-scale renewable energy and energy efficiency technologies in government facilities in South Africa.
- Development of a draft and final policy brief document and road map for the integration of small-scale renewable energy and energy efficiency technologies in South Africa.
- To facilitate and contribute towards the organising of the planned virtual workshops.
Commencement date of the project: April 2021
Duration of the assignment: 30 working days, till July 2021
Requirements
- Minimum requirement of a Master’s Degree in the relevant field: engineering, energy studies, economics, environmental sciences, public administration, or equivalent, alternatively 15 years’ experience and B-degree.
- Minimum 10 years of professional experience in Europe related to energy and electricity environment with an understanding of electricity regulatory framework and policies.
- Preferably have practical experience in managing and developing European energy/electricity-related projects.
- Preferably have demonstrated experience in institutional strengthening and organisational development of public administration authorities in Europe will be a distinct advantage.
- Strong report writing ability.
- Good English skills, both oral and in writing.
It is required that team members demonstrate an excellent understanding of ethics, accountability, integrity, and other international standards and best practices regarding public sector institutions’ regulation.
