About the Economic and Social Infrastructure Program (ESIP)

ESIP is a development assistance program supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global. Under strategic direction from DFAT officials at the Australian High Commission in PNG, ESIP is delivering a range of activities and policy initiatives in the energy, telecommunications, and water sectors. ESIP is also supporting PNG’s state-owned enterprise performance improvement program and delivering social infrastructure planning, design, and construction services.

Purpose of the role

The Strategic Adviser-National Energy Authority (NEA) will provide high-level strategic management and sectoral advice to support the implementation of the NEA Act, including forthcoming amendments and adjunct regulations, to ensure that the NEA can deliver its legislated responsibilities.

About you

Key selection criteria for the potential successful candidate includes:

  • Tertiary qualifications in Strategic Management, Public Policy Management, or another relevant discipline.
  • Strong knowledge and understanding of the PNG energy sector, ideally around policy reform and regulatory development.
  • At least 15 years’ experience working in, or with, the PNG public service and government agencies.
  • Proven experience as an adviser focusing on organisational governance and/or organisational development.
  • Excellent written and verbal communication skills, including the ability to communicate complex information to multiple audiences working in an international development context.
  • Sound knowledge of the PNG Public Services (Management) Act 1995 and the Public Service General Orders as well as operations of Statutory bodies
