EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as the Integration Branch Chief within the National Preparedness Division providing supervisory oversight for the staff that performs work involved in managing and coordinating regional delivery of training and exercises, continuous improvement, and continuity of operations programs. Typical assignments include:

  • Applying a wide range of emergency management knowledge and skills to provide expert advice, guidance, and policy interpretation on a wide range variety of emergency preparedness issues, many of which are complex, controversial, and precedent setting.
  • Overseeing the development and documentation of short and long-range planning efforts.
  • Performing work that involves the coordination of emergency response and preparedness training, exercises, and local assistance.
  • Serving as an expert consultant and staff advisor to the Federal Preparedness Coordinator on assigned program areas of responsibility.
  • Performing as a spokesperson at nation-wide conferences, meetings, committees and working groups that propose, defend and/or criticize continuity and emergency response criteria, in order to promote and maintain a pro-active response posture.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-14 level (starting salary $136,992) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-13) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

  • Managing emergency management programs at the Federal, state, or local levels; and
  • Executing at least two of the following functional areas in support of emergency preparedness programs.
  1. Hazard identification and development of risk assessments;
  2. Development of emergency preparedness plans or policies.
  3. Developing after action reports (AAR’s), tracking and coordinating corrective actions.
  4. Development of emergency preparedness exercise, coordination and delivery.
  5. Development of emergency management training course development, coordination, and program delivery.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
