Program Background

Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 years of Australian Government support for skills and training in the Pacific. 


The Role

The Skills Adviser Curriculum Development & Design, drawing on his/her experience in the skills and training sector in Fiji and across the Pacific and Timor-Leste will provide technical input to the Pacific Australia Skills team for the implementation of the Fiji country plan and budget, program strategies and corresponding action plans, strategic communications, partnership development and in-country planning processes.

Roles and Responsibilities 

  • Lead and manage the implementation of skills system reforms and skills strengthening identified in the Fiji country workplan and corresponding budget in collaboration with the Systems Strengthening Manager. 
  • Work with the Partnership and Coalition Manager to establish and foster national and regional engagements and collaborate with partners and stakeholders on skills systems reforms and skills strengthening. 
  • Work with the MEL Country Coordinator to ensure sound planning and reporting systems are in place to effectively and efficiently monitor and evaluate the country workplan. 
  • Work with the GEDSI Country Coordinator to ensure gender equality, disability equity and inclusion, and social inclusion are embedded in education and training programs. 
  • Provide technical input to support the development of early deliverables, including the strategic communications and branding strategy, change management plans and country planning processes. 
  • With the Communications and Event Coordinator, develop and implement change management and communication approaches for diverse stakeholders and partners; and 
  • Other tasks as required to support the smooth establishment of Pacific Australia Skills.

Selection Criteria

Essential Experience and Knowledge 

  • Certificate IV in TAE and working towards Diploma in TAE. 
  • Recent experience in leadership, skills adviser or skills strengthening role, or equivalent in Fiji and/or across Pacific countries and/or Timor-Leste to support skills and training. 
  • Demonstrated experienced in developing/implementing training and developing resources for skills and training programs in Fiji and/or across the Pacific and Timor-Leste. 
  • Ability to provide technical inputs to inform inception plans, change management and communication strategies for the Pacific Australia Skills platform. 
  • Ability to leverage your strong relationships and partnerships with stakeholders in the skills, training and education sectors to inform culturally sensitive communications and partnership engagement strategies and approaches. 
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies. 
  • People with lived experience of the regions in which Pacific Australia Skills operate are strongly encouraged to apply.
