We are seeking an experienced organisation to lead a comprehensive needs assessment on working animal health and welfare in Tunisia.
We expect the assessment to identify key gaps, challenges, and priority needs, and explore opportunities to increase impact through institutional development and strategic partnerships. The findings will inform SPANA UK’s future direction and engagement in Tunisia, in alignment with its global strategy.
Objectives
The review should consider but not be limited to the
following:
1. Provide an overview of the role and importance of working
animals (e.g., donkeys, horses, mules, camels) in Tunisia’s socioeconomic
context, including agricultural, transport, culture, and other relation to
livelihoods. This should include the demographic of those communities reliant
on working animals.
2. Evaluate the status of working animals in Tunisia,
including recent trends in numbers, species diversity, their defined
purpose/use, geographical locations of working animal communities and other
relevant detail.
3. Detailed assessment of working animal health and welfare,
including major disease risks, nutritional status, general husbandry concerns,
and traditional harmful practices.
4. Capacity mapping and gap analysis of any existing
providers of working animal health and welfare services.
5. Review existing interventions and successful initiatives,
including policies, regulatory frameworks and infrastructure, related to
working animal welfare in Tunisia and potential options for partnership and
collaboration.
6. Assess the knowledge, attitudes and practices of working
animal owners and their engagement, if any, with available providers of both
professional animal health care services and traditional healers, alongside any
barriers to accessing services.
7. Identify both institutional constraints and opportunities
to provide improved animal health and welfare outcomes
Scope of Work
• Geographical Scope: all regions to be covered within
Tunisia, including any cross-border factors affecting animal health and
welfare, such as, trade between countries, transboundary animal diseases.
• Animal Species: working animals to include equids, camels,
and any other identified.
• Thematic Areas:
o Animal health and welfare (AHW) need and service delivery
o One Health
o Socioeconomic impact
o Policy and legal frameworks impacting upon AHW
o Stakeholder mapping
o Potential strategic partners of AHW services and related
advocacy and system strengthening, e.g. technical/veterinary
facilities/institutions.
Methodology
As part of the proposal, we expect organisation to provide
details of their methodology, which would be expected to include:
• Approach: a mixture of qualitative and quantitative
approaches including, focus group discussions, key informant interviews and
direct animal welfare assessments where applicable.
• Stakeholders to Engage: to include but not limited to
farmers, animal owners, veterinarians and para-professionals, community animal
health workers, NGOs, government animal health departments, academic
institutions.
Deliverables:
Deliverable 1: Project Plan including proposed methodology,
timeline, team structure, planned stakeholder engagement and animal welfare
assessment strategy. The assessment questions and plan will need to be agreed
with SPANA UK, prior to commencing fieldwork.
Deliverable 2: Data Collection and Analysis: Fieldwork and
analysis of both quantitative and qualitative data as agreed with SPANA UK.
Deliverable 3: Draft Evaluation Report: A comprehensive
evaluation report summarising the findings, lessons learned, successes,
challenges, and recommendations for future programming. This should include
strategic recommendations on potential areas of intervention for SPANA UK to
consider.
Deliverable 4: Final Evaluation Report: The finalised report
incorporating feedback from SPANA and stakeholders, with actionable
recommendations for future projects.
Deliverable 5: Presentation of Findings: A final presentation
of the evaluation results to SPANA and key stakeholders.
Required Expertise and Organisational Experience
The selected organisation should demonstrate the following
expertise and experience:
• A strong track record in conducting endline evaluations,
particularly within the animal welfare and/or international development
sectors.
• Demonstrated subject matter expertise in animal welfare
assessment. Experience with working animals of varying species would be an
advantage but is not essential as the successful applicant organisations will
be well briefed by SPANA UK.
• Proven ability to design and implement mixed-methods
evaluations, including the analysis of both qualitative and quantitative data.
• A solid understanding of the cultural and socio-economic
context of Tunisia.
• A clear commitment to ethical research standards, including
informed consent, confidentiality, and respect for the rights and dignity of
participants.
• The capacity to produce high-quality, well-structured
evaluation reports and effectively present findings to diverse stakeholders.
• Ability to conduct research in French and Arabic and
provide reporting in English.
We would expect the team to include at least one qualified
veterinarian with expertise in community animal health work and welfare
assessment.
Budget and Resources
The proposal should include a proposed budget including daily
rate per team member and other project costs.
Reimbursable expenses (e.g., travel, accommodation,
translation, transcription) must be agreed in advance and will be reimbursed
based on actuals with receipts. These costs should be itemised separately in
the financial proposal. The initial proposal should include a forecast of
expected expenses.
