To help assess the current state of the development job market, Devex is continuing to analyze job board postings since Jan. 24, when the U.S. aid freeze was first announced. Our most recent data deep dive looked into over 7,100 job postings across Europe to help job seekers understand where demand remains.
Our analysis found that Europe has not been exempt from the painful effects on recruitment, with 28% fewer roles available compared to 2024. For those seeking a silver lining, several United Nations agencies in the region have demonstrated resilience, despite our recent analysis showing a significant drop in U.N. jobs advertised overall.
The most active organizations hiring in Europe include the World Food Programme, headquartered in Italy, and the International Organization for Migration, whose home base is in Switzerland. IOM was one of the few U.N. entities to have actually posted more jobs overall this year than last. But it is worth noting that the migration agency has shifted much of its work to short-term contract roles while significantly reducing long-term consulting opportunities.

High Commissioner for Refugees Filippo GrandiAssessing the Trump effect on U.N. agencies, our latest Devex Career Account downloadable report reveals a dramatic shift: Since the freeze was announced, the number of U.N. jobs posted on Devex has dropped by 43.3% compared to the same period in 2024.
For some of the most prominent agencies, the situation is even more stark. The UN Refugee Agency has seen an 83.4% decline in postings, and the World Health Organization, which enacted a hiring freeze after the U.S. announced its withdrawal from the agency, has cut its job ads by 81.1%.
This isn’t just a drop in job volume; it’s a shift in structure. The report finds that long-term consulting roles have fallen by nearly 67%, while full-time staff positions have decreased by more than 44%.

• Assessing the “big, beautiful bill.” U.S. President Donald Trump’s tax-and-spending megabill is a mixed bag for the development sector. On the one hand, certain groups and countries will feel the pain. On the other hand, it could’ve been much worse.
