A memo reportedly written by Trump aides has laid out a three-pronged blueprint suggesting how the Trump administration should redesign international aid under the U.S. State Department.
“Simply put, Congress and the Executive Branch have been funding and implementing programs on auto-pilot,” according to the memo, of which Devex obtained a copy. “The United States had an archaic system that needed to be dismantled to fix it properly.”
The changes include renaming the U.S. Agency for International Development as the U.S. Agency for International Humanitarian Assistance, or IHA, with a “narrow mandate” focused on humanitarian assistance, such as responding to natural disasters, preventing famines, containing disease outbreaks, and food security. This also includes a “modified” U.S. President's Emergency Plan for AIDS Relief, which is the country’s global programming on HIV prevention and treatment.
