Who is still hiring in the US?

Despite the Trump administration’s foreign aid freeze and widespread disruptions, several top organizations — including U.N. agencies and U.S.-based NGOs — are still hiring in the U.S. Here’s who’s recruiting now.

By Genevieve Gregorio, Kristiana Louise Ortega // 21 March 2025
The Trump administration's recent foreign aid freeze has triggered immediate disruptions globally. Shortly after the freeze was announced, the United States’ primary foreign aid agency began to be dismantled. As a result, many of USAID's major partner organizations have reduced staff or implemented furloughs in the U.S. and internationally since the stop-work order and spending pause on Jan. 24. Despite these abrupt disruptions, several organizations remain actively engaged and continue to hire professionals to support their global development initiatives. The list of those still hiring is composed of several United Nations agencies, multilateral organizations, NGOs, and foundations. At the United Nations, in particular, the picture is very mixed. While there have been layoffs at the International Migration Organization and a hiring freeze at other U.N. agencies such as the World Health Organization, other agencies such as UNICEF, the U.N. Development Programme, and the International Monetary Fund are still actively hiring. U.S.-based foundations such as the Gates Foundation and NGOs such as Samaritan’s Purse are also among those seeking new hires. Devex routinely collects data on job postings from several hundred employers in the aid sector, and we used this information to build a profile of changes to the job market. We found that despite many firms facing difficult times, the number of job openings posted in the U.S. has dropped only by around 6% compared to the previous year. Below, we spotlight key global development organizations that are actively recruiting in the United States in the wake of the funding freeze. We’ve looked separately at multilateral employers and the rest of the sector. Top multilateral organizations hiring in the US World Bank Group Headquarters: Washington, D.C. Year founded: 1944. Jobs posted since Jan. 24: 152. As uncertainty looms over U.S. foreign aid, questions have emerged about the future of the World Bank’s role and leadership. While experts said a U.S. withdrawal from the institution remains unlikely, the shifting priorities of the current U.S. administration have raised concerns about the bank’s long-term direction. The World Bank has recently placed climate resilience more squarely at the core of its mission, yet current U.S. policy moves — including reneging on $4 billion in financing for the Green Climate Fund — have signaled a potential divergence from these goals. Despite these broader geopolitical questions, the World Bank remains a key player in global development and continues to actively hire in the U.S. One current opening is for a program analyst consultant who will help strengthen the bank’s knowledge of climate adaptation. When crises hit, UNICEF is often among the first to deliver humanitarian aid and long-term support to the world’s most vulnerable children. In today’s age, protecting children extends to ensuring that crisis-affected children and young persons are in school. To support this, UNICEF is creating a roster of consultants to initiate innovative partnerships and funding opportunities with private and public donors for the Education Cannot Wait, or ECW, fund administered by the agency. Jobs posted since Jan. 24: 50. As the private sector arm of the World Bank Group, IFC plays a pivotal role in mobilizing capital for development, particularly in emerging markets. Despite global economic uncertainties, IFC remains committed to fostering inclusive growth, and its Gender and Economic Inclusion Department, or GEID, is currently hiring an inclusive capital lead officer to identify new investment opportunities that drive financial inclusion and gender equity. View all current U.S. job postings from IFC on Devex. United Nations Department of Economic and Social Affairs Headquarters: New York. Year founded: 1948. Jobs posted since Jan. 24: 38. The United Nations Department of Economic and Social Affairs, or UNDESA, plays a key role in helping countries bridge the gap between global commitments and national action in the economic, social, and environmental sectors. As the global development sector grapples with shifting funding priorities, strong governance and public administration have never been more critical. With this in mind, UNDESA is seeking a governance and public administration officer in New York. This role is an opportunity to support the formulation, organization, and management of governance and public administration-related programs. View all current U.S. job postings from UNDESA on Devex. International Monetary Fund Headquarters: Washington, D.C. Year founded: 1944. Jobs posted since Jan. 24: 37. The role of strong financial institutions becomes even more crucial in difficult times. The International Monetary Fund, or IMF, promotes economic policies, financial stability, and monetary cooperation for its member countries. The IMF is currently searching for a director for its fiscal affairs department in Washington, D.C. — a senior leadership role responsible for providing intellectual leadership on public finance issues and significant contributions to the development and implementation of the IMF’s overall strategy. At the heart of UNDP is its Office of Legal Services in the Bureau for Management Services, or BMS/OLS, which helps provide strategic legal services to UNDP and other U.N. agencies. Currently, the agency is hiring a legal specialist to support its administrative law practice, ensuring that development operations remain transparent, fair, and effective in the UNDP headquarters, regional centers, and country offices.
