International IT and business management consulting executive with a successful record planning and delivering strategic information systems for Public Finance Management (PFM), tax administration, multi-purpose cadastre, higher-education, and financial information systems. For many countries, he has successfully managed the procurement, development, and rollout of nationwide integrated IT and ERP (SAP S/4 and Oracle eBS) industry based solutions for budget preparation, budget execution, treasury, financial accounting, revenue management (tax and customs), and debt management. He has used technology to advance public sector reform, streamline business processes, implement digital government and business transformation. He advised on capacity and ICT sector development, public/private partnership, change management, strategic planning, procurement, and business development. Since 2018, as a PFM Reform and PFMIS Team Leader, he has advised the Millennium Challenge Corporation (MCC) and the Tunisian Government on PFM, tax, and customs systems and related international procurements and reforms. Throughout his 30 year career, he has defined business strategic and operational needs and system requirement specifications, carried out large international ICT infrastructure and ERP turnkey procurements, each valued up to $120 million, including the first worldwide Built Operate and Transfer (BOT) IT and ERP procurement for integrated tax management and accounting system for Singapore. He has prepared IT and change management strategic plans, large ICT infrastructure procurements, diagnostic and feasibility studies, impact and gap analyses, business continuity plans, data center and disaster recovery center (DRC) design and requirements, and ROI/TCO cost analyses. For the Caucasus, he delivered the first worldwide built SAP integrated ERP solution for public sector budget cycle, treasury, revenue management, debt management, IPSAS, accrual accounting, and GFS built-in processes. For Russia and Moldova, he built their first tax administration system. For Russia and the CIS, he managed the delivery of the first security trade, clearance and settlement system. For Asia Pacific he specified requirements and carried our procurements for the nationwide tax systems for the Philippines and China. As a former director at Oracle Corporation and KPMG (Big 4) in the USA, and at ARCADIS, in the Netherlands, he managed ERP global deployment practice, with full P&L responsibility. He improved methods and techniques for IT project and risk management, change management, and project costing. He was a Chief Information Officer (CIO) at the American University of Beirut (AUB) and Medical Center (AUBMC) and a senior consultant at the World Bank in Washington, DC. He was a Chief of Party for 6 years and a team leader for over 13 years. He has worked in the USA and in over 27 countries throughout Europe, MENA, Asia Pacific, and Latin America. An out-of-the-box and result-oriented thinker with innovative, problem solving, cross-cultural and multi-disciplinary team management, and leadership skills. He has negotiated large IT contracts and successfully delivered complex international projects and programs. He has advised public sector and multi-lateral development banks and international donors on reform and strategic ICT and ERP initiatives, planning and procurement, cost estimation, and alternative financing. He has worked in the USA, Europe, Eurasia, MENA, Latin America, and Asia Pacific, including the World Bank, MCC, USAID, TDA, IFC, EU, IDB, EBRD, ADB, DGIS, and DFW.
