I am a senior development management consultant with over 38 years of experience worldwide in providing the following services: financial and economic analysis of projects and conducting feasibility studies, project management, financial management, capacity building and institutional strengthening, specializing in projects funded by multilateral and bilateral development finance institutions (DFIs), such as the Asian Development Bank (ADB), World Bank, USAID, DFID and implementing government agencies. My projects covered various infrastructure, namely, energy/electricity, water supply and sewerage, port and road sectors. My work as Financial and Economic Analysis Specialist involved the following services: determined financial and economic benefits and costs of the projects; determined financial and economic rate of returns and assessment of financial operations (Financial Due Diligence), as per compliance with DFI's financial management and analysis of projects guidelines on electric utilities, water and sewerage agencies, ports authority, and roads and public work agencies in Pakistan, Philippines, Uzbekistan, Tajikistan, Myanmar, Vietnam, Afghanistan, Jamaica, Saint Lucia and other countries using DFI methodology; assisted one DFI on negotiations with the borrowing government agency; reviewed tariff structure; assessed training needs in several implementing agencies and recommended training programs; and prepared various Report and Recommendations for the use of DFIs. I have conducted survey and prepared report titled ‘Resisting Corruption in the Public Sector 2005’ based on a worldwide survey on behalf of The International Consortium on Governmental Financial Management (ICGFM). Overall, I have investment analysis and financial management experience under various ADB, World Bank, and USAID projects in over 22 developing countries. I have also extensive experience in business development.
