Douglas Liner is a financial consultant specialized in the energy and environment sectors in developing countries. He has over 25 years of experience in leadership and senior positions as a team leader, project manager and financial-economic expert for multilateral and private institutions in projects in Asia, Central and Eastern Europe, and Sub-Saharan Africa. He specializes in the development of green banking and climate finance solutions for commercial and state banks and in developing renewable energy and energy efficiency project pipelines and portfolios for a variety of project sponsors, including private developers and multilateral/ commercial lenders. He has also developed proposals for the Green Climate Fund, Joint SDG Fund and the Nationally Appropriate Mitigation Action facility to leverage regional funding for climate-related and access to energy investments. Finally, Mr. Liner often participates in targeted workshops for policy dialogue (feed-in tariffs, smart grids, etc) and organizes and delivers training.
