30+ years of experience in the digital transformation/development of complex ICT systems in different sectors such as e-Government, CyberSecurity, Mobile/Telecommunication, Artificial Intelligence, Big Data, Blockchain, Business Process Re-engineering, applications for Health, Transport, Environment, Banking, etc.; 15 years of experience in consulting and advise Ministries of transition and developing countries on ICT, e-Government and Cybersecurity policies/regulations, strategy and transformation plans; 20+ years of experience in the project management of ICT, e-Governance and Public Administration re-organisation projects funded by the EU/UN/USAID/WB; 25+ experience in the design, management, procurement, rollout and evaluation of e-Government projects; 10 years of experience in capacity building; 20 years of experience in acting as Reviewer and Evaluator of the ICT Programmes of the European Union; Strong capacity of supervising and coordinating EU projects; Proven experience since 1990 in legal/ ICT/ e-governance solutions development; Demonstrated experience in building IT systems for Public Administration bodies; Sound experience in developing back office systems for public offered e-services; Excellent communication, negotiation, analytical and organizational skills. Fluency in oral and written English and French.
