Focused on large-scale utility reform, privatization, and finance, particularly in the areas of energy supply and distribution, energy sector reforms, power utility restructuring, privatization, and energy finance. My extensive career spans regions including the Balkans, Central Asia, West Africa, and East Africa. Served as an adviser for prominent organizations such as USAID, World Bank, DFID, GIZ, and the European Commission. Guided senior government and utility officials on energy policy, utility management, public finance management, and public administration reforms. Additionally, I held a key position in a private energy distribution company where I worked on significant energy programs, predominantly focusing on supply and distribution, loss reductions, performance improvement, strategy, and process reengineering. Experienced in development and implementation of the effective monitoring tools and KPI’s, advanced in data analytics and business intelligence platforms, development of dashboards and progress / overall performance monitoring through fully integrated tools and BI Platforms. My involvement in various projects encompassed strategic and operational levels, including policy planning and implementation. In the energy sector, I have excelled in managing complex business processes, addressing challenges such as reorganization, job design, commercial performance improvement, human resources optimization, reduction of commercial losses, customer care enhancement, revenue planning, and protection. My problem-solving skills extend to managing local and central government relations. My expertise extends to Public Sector Government, where I played pivotal roles in Public Finance Management and Public Administration Reforms. I possess advanced skills in financial analysis, commercial reporting, utility management, and energy economics. I am well-versed in utilizing billing and information systems, database management, utility data analytics, and business intelligence tools. In the realm of public finance management, I have hands-on experience with Budget Development Management System (BDMS), and Public Investment Program - Budget Planning. My proficiency extends to Government Budget Preparations and Execution, overseeing ministries and other budgetary institutions through the Integrated System of Public Finance Management (ISPFM) such as Free Balance. Furthermore, I bring a wealth of experience in monitoring and controlling utility operations and performance, with a strong background in Energy, Loss Reduction, Revenue Protection, Commercial Operations and Management, Data Analytics, and Business Intelligence.
