John Lubuva is a Freelance Consultant with 40 years of diverse experience in urban planning, urban management, local governance reforms, policy and practice; envitonmental management and Lical Economic Development (LED). Mr Lubuva had served as Senior Consultant at AMKA Consult Consortium Ltd. in Tanzaia (2009-2016); Chief Executive Officer of Shinyanga District Council in Tanzania (2008-2009); Chief Executive Officer of Ilala Municipal Council in Dar-es-Salaam, Tanzania (2000-2008); Deputy Secretary of the Dar es Salaam City Commission in Tanzania (1996-2000); and Principal Town Planner in the Ministry of Lands, Housing and Human Settlements Development, Tanzania from 1979 to 1996. He holds a Master’s of Arts Degree in Urban Design, an advanced Diploma in Urban and Rural Planning and certificates in Architecture, Environmental Management, EIA and LED. He has 25 years of experience in training as a part-time lecturer at the Ardhi University, Tanzania and facilitating face-to-face, online, Video Conference and Digital Radio distant Learning programmes
