Mr. Julius Mulera is an experienced leader and authority in the procurement discipline, combining intellectual leadership with strong operational experience. Independent Consultant in Public Procurement, Training and Capacity Building, Curriculum Development, Procurement Auditing, Investigations, Bid Support Services, Advisory Services in Administrative Reviews, Design and Development of Procurement Manuals, Performance Reviews and Procurement Governance Knowledge of the concepts, principles and practices which govern procurement, local and international procurement, the contracting of goods, works and services, both consultancy and non-consultancy services, and the development of procurement policies and procedures. He has extensive hands-on experience in the preparation of and follow-up of Procurement Regulations, Standard Bidding Documents as well as Contract Management. He is fluent in English and has basic knowledge of French and Swahili. Mr. Julius Mulera holds a Master's in Purchasing and Logistics from The University of Salford (UK). He has almost twenty years of progressive working experience in procurement, both private sector and public procurement. Having worked in the field of procurement and specifically public procurement over the last ten years, he has acquired vast experience in public procurement advisory, management, training and capacity building, procurement auditing and investigations and anti-corruption initiatives. He worked as a Procurement Assistant at the United Nations World Food Programme (WFP) from 1999 to 2001. In 2002, he worked as a Head of Procurement at the Ministry of Education and Sports (MOES) in Uganda. From January to March 2003, he worked as a Consultant at the Centre for Management Training in Uganda. From April to December 2003, he worked as Consultant (National Procurement Expert) with the United Nations Development Programme (UNDP) in Uganda. From 2004 to June 2010, he worked as Director Procurement Audit and Investigations at the Public Procurement & Disposal of Public Assets Authority (PPDA) in Uganda. From July 2010 to October 2012, he worked as the Regional Procurement Technical Adviser for the Capacity Development Action Programme at the East African Community (EAC) Headquarters in Arusha, Tanzania. From March to May 2013, Mr. Mulera worked as a Procurement Specialist with Global Procurement Consultants Ltd (India) on a World Bank Project to evaluate the Public Procurement and Disposal Authority's role in ensuring effectiveness and efficiency of Public Procurement in the National Development Plan in Uganda with a special focus on infrastructure sectors, particularly roads and energy. Mr.Mulera successfully developed a Procurement Manual for the Inter University Council of East Africa (IUCEA) and provided training services to her staff. Mr. Mulera was further retained by the East African Community (EAC) Secretariat, to provide technical assistance in procurement (development of Standard Bidding Documents, Forms and Templates) for a period of four months. From October 2015 to December 2016, Mr. Mulera worked as a Consultant on a World Bank project: "EAC Public Financial Management, Coordination and Harmonization Project in Procurement Capacity Building". This project covered all the five partner states and entails: • Training key stakeholders in procurement management; • Harmonization of professionalism in procurement and curriculum development; • Harmonization of codes of ethics and integrity principles amongst procurement professionals. Mr. Mulera has also worked as a part-time lecturer in Procurement and Supplies Management for the MBA class at Makerere University Business School.
