
I am a Monitoring, Evaluation, Research and Learning (MEL) professional with 20 consecutive years of proven working experience in planning, monitoring, evaluation, learning and research. I have worked as a MEL leader (Director, Senior Advisor, Manager, Specialist and Consultant) for multi-national and international organizations implementing capacity building and direct service delivery interventions funded by USAID, CDC, DFID, etc. These include University Research Company (URC), John Snow Incorporated (JSI), Strong Minds and the United Nations World Food Programme (UN-WFP) operating within Uganda and at global level overseeing other countries e.g. Zambia, Kenya, Namibia and the US. I have also worked for leading local organizations in the fields of health namely; The AIDS Support Organization (TASO) and the Infectious Diseases Institute. All the above mentioned international and local organizations have a strong track record of being multi-cultural, diverse, fast paced and highly experienced in the fields of health, Education, Water Hygiene and Sanitation, Advocacy, Finance, Child Protection, Agriculture and other livelihood technical areas. I have a Masters degree in Statistics, postgraduate Diploma in M&E, Postgraduate diploma in Project Planning and Management and a Bachelors degree in Statistics. Over my years of experience, I have developed in-depth knowledge and understanding of both quantitative and qualitative MEL methodologies, excellent writing skills with a track record of several quality information products developed ranging from abstracts, progress reports, success stories and manuscripts. I have working knowledge in data management, database development with proficiency in working with software like DHIS2, SPSS, MS-Excel, Q-GIS, MS-Access and STATA. Having led several multi-disciplinary teams in the development and implementation of over 10 monitoring, evaluation and learning systems, I have grown in flexibility and ability to think creatively about measuring program effectiveness and impact. I am able to effectively relate, work respectfully and synergistically with culturally diverse teams to jointly institutionalize robust MEL systems that enhance the quality of collection, analysis and dissemination of information for evidence based decision making and adaptation.
