Marc Shiman

Marc Shiman is an international professional skilled in designing and directing high-profile projects to facilitate private sector growth and international trade. He has played a wide range of roles, including writing winning proposals, developing new business strategies, fostering new development approaches, and designing activities, and he has had extensive experience implementing projects overseas. In addition to his private-sector skills, he has led projects that improve the business enabling environment, improve trade policies and procedures, strengthen governments, and mitigate conflict. Mr. Shiman has led successful projects in challenging environments in Africa, the Middle East, and Central Asia. His projects have frequently led to funded extensions and/or follow-on wins for the prime contractor. Career highlights include: • In 2018-2019, he led the Kenya-based East Africa Trade and Investment Hub, a project that facilitated over $143 million of investment and $400 million of trade • From 2008-2011, he led Iraq Tatweer Project, USAID’s largest-ever public administration project. That project trained over 125,000 Iraqi Civil Servants; programming $339 million. • In 2008, he led a project to assist the Pakistan USAID Mission to design a $500 million education program portfolio. • As a Practice Manager of The Services Group, the led the design, marketing, and implementation of The Investor Roadmap, a precursor to the World Bank’s Doing Business Studies He takes particular pride in two aspects of his work – he has leveraged his skills as a trainer and facilitator to lead large-scale capacity-building efforts that include developing training institutions, designing master training programs, and introducing ISO 10015 protocol to developing countries. His career started with providing hands-on assistance to growing companies in Botswana and he continues to enjoy leading projects to assist African companies (particularly women-owned enterprises) to find markets for their products overseas and identify equity and debt financing to grow.
