Summary

Mohamed Fawzy’s rare combination of education, TVET expertise and project management skills powers his success in tackling full time as well as consultancy roles. Mr. Fawzy has more than 20 years of experience expanding quality employment opportunities for youth by aligning education sector priorities with labor market needs. In addition to his work with USAID/Workforce Egypt, Mr. Fawzy has served as TVET expert for donor organizations such as GIZ (in Egypt and Saudi Arabia), IOM, UNDP (in Azerbaijan), ILO (in Egypt and Kenya), and the EU’s TVET-I and TVET-Egypt programs, as well as several USAID projects. He is known in the TVET sector for the energy and passion that motivate him to pull himself and the teams he leads to embrace continual improvement. Mr. Fawzy holds a bachelor’s degree from Alexandria University (Egypt) and MBA from York St. John University (United Kingdom) with distinction. He speaks native Arabic and fluent English. Mr. Fawzy has worked with key public and private sector stakeholders, both at the central and field, to introduce new approaches, such as originating the Egyptian Ministry of Education and Technical Education (MOETE), Units of Transition to Employment (UTEs) model. To improve schools’ responsiveness to private sector needs and requirements, Mr. Fawzy led efforts to collect, analyze, and incorporate labor market data from more than 1,800 employers into the central level and the schools’ employment, internship, entrepreneurship, and career guidance activities. He played the role of the Executive Director for one of the pioneers’ Sector Skills Council model in Egypt named as ETP. Mr. Fawzy is considered a pioneer in managing the introduction of competency-based training models that are aligned with market demand. In Saudi Arabia, he supported the establishment of the first Saudi Technical Trainers College, then audited and further developed competency-based models for 16 Saudi technical training colleges. In Egypt, he supervised the creation of the first two competency-based diplomas in renewable energy and logistics, utilizing several partnerships between both governmental and private sector entities, ensuring a demand-driven processes. For the ILO, Mr. Fawzy launched a modern apprenticeship scheme in several governorates alongside cascading the Job Club Center model in several public and private institutions, in both Kenya and Egypt. He provided capacity development assistance to those governorates’ VTCs to improve training quality and align curricula with industry needs. As program manager for the EU-funded Transition to Employment project, Mr. Fawzy supported the design of the National Career Guidance and Counseling System as a platform for TVET institutions to engage prospective employers, and he worked with local stakeholders to pilot employability and matchmaking programs in VTCs. He also supported the Egyptian accreditation authority to develop technical education accreditation standards. For the EU’s TVET I program, Mr. Fawzy completed a reform study for the Ministry of Labour (MOL) human resources levy fund and advocated for this reform in several parliamentary sessions. Further, he was responsible for reforming the workers licensing systems in cooperation with the same ministry. With the ILO, he developed the Ministry of Manpower’s five-year strategic plan for occupational safety and health and labor inspection general administration. Under the USAID-funded Egypt Competitiveness Project, he led efforts to introduce the Recruit, Retrain and Retain (3R) HR program to Egypt. Mr. Fawzy has been and still an active member of almost all MoETE reform committees including participating in the initiation of Technical Education 2.0 pillars and advocating for the establishment of MoETE several new initiatives. Finally, during COVID19 he led several efforts to cope with the pandemic including digitalization of interactive specialization, blended learning studies and teaching safety measures. Mr. Fawzy has been recognized by several donors, and his staff as a results-driven leader with the ability to unite and motivate diverse actors to achieve project goals. Those who work with him say his passion for helping young people to succeed is infectious. His positive attitude empowers students, teachers, schools and partners to expand their view of what is possible. Under Mr. Fawzy’s leadership, USAID/WISE and WFE secured employment for more than 60,000 graduates and provided in-company training for more than 40,000 students. He has served as a critical liaison between several project and stakeholders and among project teams. He led efforts to establish several PPP modalities, for UNDP Azerbaijan through the design and establishment of Azerbaijani National Skills Council and School Advisory Boards based on PPPs structures. In Egypt, he led the efforts to facilitate the establishment of 10 International Applied Technology School (IATSs) in in several sector as a strong PPP model. In this role, his efficacy in bringing people together to build consensus and achieve common goals is almost unparalleled.
