Norbert ALLALE

Member of IRC’s Roster of Global Surge Team and IFRC’s HEops Roster, I have been in the international aid sector since 1984. I have worked in more than 20 African and Caribbean countries and humanitarian crises contexts ranging from welcoming refugees from Chad in 1984, refugee from Togo in 1990, contributing to the early response and reconstruction following the Cyclone Indlala in Madagascar in 2007, Flooding in West Africa in 2009, earthquake in Haiti in 2010, North Mali crisis in 2012, responding to the Ebola outbreak in West Africa in 2014 or lake Chad basin and Sahel crisis since 2024 with organizations such as Africare, Red Cross, Save the Children, Plan international and IRC. During these mandates as well as Regional Director of Emergency for organizations such as International Federation of Red Cross, Plan International and IRC, I ensured emergency Preparedness, the rapid development of emergency project portfolios, I ensured the leadership of teams (up to several hundred employees and collaborators across the region), contributed to developing strategic planning and structuring networks, developed advocacy campaigns for donors support and ensured organizational media representation. Holder of a master’s degree in business and administration/project management as well as other degrees in First Aids and security management. I have conducted several international missions for program review/evaluation and design. Fluent in English and French, I am passionate about the challenge of contributing to social changes needed to create a World that advance Human Right and Equality/Equity, through social and technological innovations, solidarity networks across borders, development of communities of practice and resilience.
