Summary

I am writing to express my interest in contributing to your organization in a role related to policy and program management, human resources, organizational development, and change management. With over twenty-four years of progressive professional experience in international development, public sector reform, and corporate HR leadership, I bring a strong track record of designing and implementing institutional and human capital development strategies across Asia for organizations such as the World Bank, ILO, UNDP, USAID, CARE, and the EU. Currently, I serve as a Change and Stakeholder Management Expert under the World Bank’s EDGE Project, leading institutional change strategies, stakeholder engagement frameworks, and capacity development programs to enable digital transformation across government institutions. Before this, as an International Key Expert (HR Specialist) under the Institutional Reform Study of Karachi Water and Sewerage Corporation (KWSC) with GFA Consulting Group, I led the HR and organizational reform agenda covering workforce analysis, HR strategy, SOPs, and capacity-building frameworks to strengthen institutional efficiency and accountability. My career has consistently focused on developing and operationalizing policy frameworks, HR strategies, organizational design, and change management models that promote service excellence, compliance with international labor standards, and gender-responsive governance. In previous roles with UNDP, ILO, and USAID projects, I led initiatives on civil service reform, pay and grading systems, recruitment quality assurance, capacity development planning, and social compliance in line with international labor laws and standards. I possess a Ph.D. in Human Resources Management (focus: Civil Service Reform and Social Goals in Post-Conflict Contexts) along with extensive international training from Stanford University, the University of California, Irvine, and the ILO on HR analytics, organizational analysis, and social compliance. My approach blends analytical rigor with participatory leadership, ensuring that reforms are both technically sound and institutionally owned. I am confident that my combination of strategic insight, hands-on reform experience, and strong understanding of organizational dynamics would allow me to make a meaningful contribution to your team’s goals.
