I have 25 years of international experience in the management of development programmes in Chile, Peru, Colombia, Bangladesh, Honduras, Georgia, Pakistan, LIberia, the Dominican Republic and India, either as Senior Technical Advisor or Chief of Party (COP). My main program expertise has been policy reform for decentralization, local government capacity development and improved service delivery management (health and education, as well as urban services). I also have extensive experience as managing Mission-wide M&E programs in Bangladesh, Liberia, the Dominican Republic and India. I have strong technical skills in the design of M&E systems, results frameworks, and performance indicators, as well as field experience in conducting data quality assessments, program monitoring, sector assessments and performance and impact evaluations. I have conducted 34 evaluations and assessments in 17 countries in Latin America, Asia and Africa.
