Program Background
Australia Awards are prestigious, transformational scholarships and short courses offered to emerging leaders from developing countries for study, research and professional development in Australia and the region so they can return home and contribute to their nations’ development, prosperity, and resilience. Australia Awards Solomon Islands (AASI) is aligned with Australia’s development assistance in Solomon Islands, targeting human resource gaps in priority sectors. Australia Awards aim to provide alumni with the skills and knowledge to drive change and influence economic and social development. AASI complements other Australian aid investments in Solomon Islands and aligns with the SINDS.
AASI is managed by DT Global on behalf of the Australian Government’s Department of Foreign Affairs and Trade (DFAT), under the Australia Solomon Islands Program Support facility (ASIPS). Procurement and contract management support is provided to AASI through ASIPS Facility Support Unit.

The Role
The AASI Team Leader (TL) is responsible for the delivery and quality of services provided by AASI. This includes strategic and annual planning, key stakeholder engagement, and management and leadership of a diverse program team of technical specialists, consultants, and national staff to deliver the program effectively, and strategically.
The TL will work in close consultation with DFAT Post Honiara and other Australian Government stakeholders, the Solomon Islands Government (SIG), and other key stakeholders, including but not limited to Australia Global Alumni, the Solomon Islands Australia Alumni Association (SIAAA), Australian and Pacific country host universities, particularly the Solomon Islands National University (SINU), private sector organisations, and associations and civil society actors, to drive progress of AASI against both the Australia Awards Global Strategic Framework and Australia Awards Global Monitoring and Evaluation Framework towards program outcomes. The TL will also work to enhance Australia Awards’ prestigious reputation in Solomon Islands.

About You
You will have the following;
· Masters Degree (or equivalent) in education, international relations/ development, and/ or project management or related discipline. PhD preferred;
· Demonstrated experience leading diverse teams of national and international advisers, including experience in overseeing Australia Awards and grant programs, and collaborating with tertiary education institutions such as SINU to strengthen scholarships delivery and academic partnerships, with experience in providing independent and strategic advice to DFAT;
· Demonstrated knowledge of Australian tertiary education systems, including how scholarships are used in the development context, and practical experience engaging with regional universities to align scholarship programs with development priorities;
· High-level relevant technical, management, and facilitation skills, and experience in the development and implementation of practical and useful implementation frameworks, including experience in program management (annual planning, MERL, budgeting, human resource management, and reporting), with proven ability to apply these skills in tertiary education settings;
· Outstanding analytical and written skills, in English, with experience producing high quality reports and other documentation for policy- and development-focused audiences, including reports on tertiary education capacity-building initiatives;
· Proven organisational skills and attention to detail, with ability to prioritise own workload, work effectively both independently and as part of a team and deliver quality outputs within agreed timeframes, particularly in complex education program environments;
· Demonstrated experience and knowledge of DFAT strategies, systems, processes, and development program requirements and how these intersect with tertiary education partnerships and scholarship programs.
