The Programme

Tetra Tech International development is a top delivery partner for international donors including the FCDO and EU. We deliver Economic Growth programmes across Africa, facilitating responsible investment and increasing resilience including through climate-resilient infrastructure development. In Eastern Africa particularly, Tetra Tech’s FCDO-funded Sustainable Urban Development (SUED) Programme is supporting Kenyan municipalities to identify equitable and inclusive climate actions in green resilient infrastructure.

We are looking to expand the pool of consultants we work with to design proposals, shape and deliver green urban development programmes in Somalia and Somaliland on behalf of our European clients. These will vary in nature, duration and location.

The Role

The positions will vary. These are likely to include:

• Long-term positions such as senior leadership and core team roles, technically and geographically specialised sub-thematic area experts or local team leads and embedded advisors
• Short term positions tasked with technical assistance, political economy analysis or engagement, and other discrete pieces of work during programme implementation, and other as may be needed.

The Person

The exact specifications will vary depending on what positions become available. Expected core skills are likely to include:

Experience designing and delivering green, climate-resilient urban infrastructure development programmes in Africa, preferably in the Horn of Africa (Kenya, Ethiopia, Somalia and Somaliland).

Experience building the capacity of institutions responsible for urban infrastructure planning, design and development.

Expertise in climate resilience, migration and displacement in Somali contexts

• Experience of mobilising finance and investment attraction
• Experience delivering donor-funded programmes in Somalia and Somaliland

Cross-cutting experience in the following areas: gender and social inclusion; political economy analysis; monitoring, evaluation, research and learning; communication

• Fluency in English; fluency in Somali is an asset
