Position DescriptionUSAID/Burma seeks an Education Advisor to support the Mission’s Education portfolio with USAID/Burma’s Strengthening Basic Education for All and provide technical advice in strengthening vocational education for primary school learners. The STTA will work closely with staff to prepare technically sound and realistic program design documents, including all required pre-obligation requirements, mentoring institutional support contract staff throughout the process. The Education Advisor will have significant experience in education program development and management and will provide technical input to activities related to basic education (education system capacity building, systemic education reform, improvement of educational quality, and ensuring access to quality education for all Burmese children). The Education Advisor will play a leadership role in the design, implementation review, and monitoring and evaluation support of education activities.
Location: (1) Remote with potential TDY trips to Banghkok, Thailand OR (2) Work In-country (Bangkok, Thailand)
Salary Range: Starting at $50 per hour

ResponsibilitiesProgram Management Cycle and Administrative Support to USAID/Burma (Education Support)
USAID/Burma seeks STTA support for basic education activity design, gender and environmental analysis, facilitating co-creation, developing a monitoring, evaluation and learning framework for education activities, and to help EGO adapt activity design processes based on the revised ADS 201.
● Assist the team in the review of Monitoring and Evaluation Plans (MEPs);
● Assist the AOR/COR in monitoring and activity management of the Mission’s current Basic Education and Higher Education activities;
● Gather information and draft program success stories and office fact sheets;
● Assist in the implementation of USAID scholarship programs, providing technical advice;
● Assist with the Performance Plan and Reports (PPR) for Mission’s basic and higher education activities.
● Assist with the Education Portfolio Review Process;
● Participate in working tables and donor engagement meetings, including GPE and SBEA steering committee;
● Conceptualize, define and support the development and implementation of contracts and grants, and other selected aspects of the education program under the supervision of the Education Officer;
● Coordinate with AOR/COR and as needed take the lead to draft, author, edit, review, and update documentation for education activities, including the preparation of internal documents (various memoranda, spreadsheets, databases, checklists, etc.) as mandated by Mission and USAID regulations, and in support of general administrative and collaboration, learning, and adapting activities, this may include drafting new concepts for strengthening existing awards;
● Monitor the financial status of the education awards on a regular basis, including completing quarterly accruals and incremental funding actions, to ensure award compliance with Agency regulations for financial management;
● Participate in presentations and dissemination efforts as needed highlighting education activities;
● Provide technical support to the Education program on ad-hoc requests and taskers received from the Front Office.
● Bachelor’s degree and five (5) years of experience or Master’s degree and three (3) years of experience required. Degree in education, public policy, management, economics, or other social sciences preferred.
● Experience working in a collaborative, multicultural virtual environment involving multiple stakeholders;
● Ability to document best practices, and develop templates for future Mission designs, co-creations, and gender analysis
● Ability to develop collaborative approaches to providing operational support to implementing partners
● Familiarity with Burma/SE Asia would be highly useful
● Familiarity with working in conflict situations and/or non-permissive environments would be highly useful;
● Expertise in education in conflict and crisis environments;
● Proven ability to produce clear, succinct written reports:
● Fluency in written and spoken English;
● Ability to obtain and maintain Facilities Access Clearance;
● Experience in design and procurement with USAID activities related to education preferred;
● Familiarity with USAID processes is helpful.
