Tetra Tech Inc. have an immediate opportunity for a highly motivated professional Emergency Response Unit (ERU)/ Police Support Unit (PSU) Team Lead who will be responsible for the overall supervision and effectiveness of the ERU/PSU Training Mentor Team. The candidate will coordinate and supervise the work of the ERU/PSU Training Mentor Team. The ERU/PSU Team Lead will support the Liberian National Police (LNP)’s recruitment and training for ERU/PSU force generation and in-service refresher classes including the provision of equipment, oversight of delivery, and verify that the LNP is prepared to support their trainees. The candidate will support LNP leadership in coordinating the administration of the U.S. government’s ERU and PSU assistance projects. The candidate will communicate regularly with the INL/Liberia office and other multinational and U.S. police advisors to coordinate efforts with the CO and/or COR, in order to make certain such effort remains within policy objectives as determined by the U.S. Ambassador to Liberia.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop and refine merit based personnel performance plans, individual/collective performance standards, retention plan of qualified personnel, and, a transparent recruiting and professional development plan
  • Develop systems of regular accountability for their personnel, weapons, vehicles, facilities, finances, equipment, and supplies in coordination with other U.S. bilateral and UNPOL advisors
  • Create and implement a training plan for new and current ERU and PSU personnel serving in Monrovia and throughout all counties in the country
  • Monitor and evaluate the progress and success of ERU and PSU trainers and trainees, ensuring that training standards are followed
  • Develop an overarching plan to build the efficacy of the ERU and PSU
  • Constantly evaluating both the efficacy of the ERU and PSU as well as the efficacy of the ERU/PSU training mentors efforts, and modifying the plan as required
  • Provide advice to the U.S. Embassy, UNPOL, the MOJ, the LNP, and other key partners on matters relating to the development of criteria for selection, vetting, and training of persons selected for the ERU and PSU
  • Exercise particular care in following U.S. Embassy Monrovia established vetting procedures in accordance with the Leahy Law
  • Advise the INL Director in Monrovia and INL’s senior bilateral police advisor on programmatic challenges and areas where U.S. Embassy intervention could help achieve the U.S. government’s goals and objectives
  • Provide real-time updates to the INL Director Monrovia on unfolding security situations around the country, particularly those in which the PSU and/or ERU are involved
  • Monitor equipment and facilities provided to the ERU and PSU by the U.S. government
  • Develop procurement specifications for equipment purchases and infrastructure development for the ERU and PSU
  • Coordinate with and mentor ERU and PSU administrative and training staff as well as the NPTA leadership, in consultation and coordination with the Senior Advisors and UNPOL leadership
  • Other duties as assigned

EDUCATION, EXPERIENCE AND QUALIFICATION:

  • Ability to possess/maintain an interim secret clearance
  • Graduate of any U.S. local, state, or Federal law enforcement academy and SWAT training school (min of 40 hrs.)
  • 10 years of police experience in a full-service U.S. local or state police agency
  • 5 years of experience in a leadership position as a member of a SWAT Unit
  • 1 year of experience as a mentor/trainer/advisor in an international law enforcement reform mission that included training responsibilities
  • Proven experience mentoring and monitoring those under his/her supervision
  • Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation
  • A current and valid driving license for at least one year
  • Proficient in Microsoft Office (Word, Excel and PowerPoint)
  • Fluent in English

  • Strong communications skills with the ability to mediate problems
  • Decision-making ability to accomplish strategic aims and objectives
  • Business acumen
